Описание: Recently, there has been a rise in opioid use in the United States involving both the nonmedical use of prescription drugs and more traditional illicit opioids, such as heroin. The abuse of prescription opioid pain relievers and illicit opioids, have contributed to increasing numbers of overdose deaths in the United States, and Centers for Disease Control and Prevention data show more than 28,000 opioid overdose deaths in 2014. Chapter 1 reports that medication-assisted treatment (MAT) can more effectively reduce opioid use and increase treatment retention compared to treatment without medication. There has also been a significant increase in the use of man-made (synthetic) opioids, such as fentanyl and fentanyl analogues, as described in chapter 2. Synthetic opioids like fentanyla substance 100 times stronger than morphineaccounted for more than 19,000 of the nearly 64,000 overdose deaths in 2016, the most recent year for which federal data are available. Misuse of prescription opioids can lead to overdose and death. Medicare and Medicaid, two of the nations largest health care programs, provide prescription drug coverage that can include opioids. Chapter 3 discusses the inappropriate activities and risks associated with these prescriptions. Chapter 4 gives examples of some policy options that could be employed for training on safe opioid prescribing. Buprenorphine is a medication used to treat adults addicted to opioids (it is also used in the treatment of pain). Buprenorphines effectiveness, safety, and availability in the treatment of opioid addiction are of considerable interest to policymakers seeking to address the ongoing opioid epidemic in the United States as seen in the last chapter.

Описание: America is in the middle of an epidemic it has never seen before. The opioid crisis knows no bounds. It is affecting individuals and families in every congressional district. Its consequences, ranging from personal health to the economy, are devastating. The opioid epidemic represents the convergence of the abuses of opioids, heroin, and synthetic drugs like fentanyl. Chapter 1 is a hearing before the committee on the Judiciary of the House of Representatives on challenges and solutions in the opioid abuse crisis. Chapter 2 reports on the Subcommittee on Oversight and Investigations hearing on the DEAs role in combating the opioid epidemic. Drug cartels operate out of countries in the western hemisphere, and they do so by using sophisticated distribution systems that move narcotics into and across the United States. Heroin supplied by these cartels has created a public health epidemic and fueled drug violence across the United States as reported in chapter 3. Chapter 4 provides an overview of heroin trafficking into and within the United States. It includes a discussion of links between the trafficking of heroin and the illicit movement of related substances such as controlled prescription opioids and synthetic substances like fentanyl. The chapter also outlines existing U.S. efforts to counter heroin trafficking and possible congressional considerations going forward. Chapter 5 evaluates the extent to which DOD has strategy and implementing guidance for the National Guard counterdrug program, and assesses DODs processes to approve states counterdrug plans and distribute funding to the program, among other things.
