Beim Thema Migration stellte sich seit Beginn dieser Entwicklung die Frage, wie die "Neuen" in die Gesellschaft, in das цkonomische, politische, soziale und kulturelle Leben, integriert werden sollen. Angesichts dieser Problematik und dieser Aufgaben benцtigte das Land eine angemessene Einwanderungspolitik, doch diese wurde im Laufe des 20. Jahrhunderts eher von der Verdrдngung der realen Migrationssituation sowie einer dezentralen und fehlerhaften Integrationspolitik geprдgt. Das дnderte sich erst im Jahre 2005, als sich Deutschland durch das im Vorfeld hart umkдmpfte "Neue Zuwanderungsgesetz" politisch und auch symbolisch zu seinem Status als Einwanderungsland bekannte und so die Integration von Migranten zu einer zentralen politischen Aufgabe erklдrte. Erstmalig wurden staatliche Integrationsma nahmen fьr Zugewanderte gesetzlich geregelt. Den Kern dieser Ma nahmen bilden die sogenannten Integrationskurse. Ihr Ziel besteht darin, die Zuwanderer an die Sprache, die Rechtsordnung, die Kultur und die Geschichte Deutschlands so heranzufьhren, dass sie ohne Hilfe oder Vermittlung Dritter in allen Angelegenheiten des tдglichen Lebens selbstдndig handeln kцnnen ( 43 Abs. 2 Aufenthaltsgesetz). Wie dieser Anspruch sowie die Begrifflichkeit der "Integration" suggerieren, handelt es sich bei dem angestrebten Ergebnis um eine dauerhafte, nachhaltige Zielerreichung (vgl. BMI 2006: 203). Inwieweit die Kurse tatsдchlich nachhaltige Auswirkungen auf die Integration von Zuwanderern haben, ist in der Integrationsforschung in Deutschland jedoch bisher noch nicht ausreichend geklдrt.
