Описание: This book tells the story of permanent exclusion from school from within an urban children’s services department. It focuses on two areas: what contributes to instances of permanent exclusion from school, and what the effects are of its existence as a disciplinary option. The book questions how and why local government officers make particular decisions about children and young people. Rather than focussing on what children and young people 'did' behaviourally to 'get excluded', the book adopts a Foucauldian analysis to concentrate on their place within a larger policy-community which includes professionals and policy makers. It adopts a critical-bureaucratic exercise in ‘studying up’ on powerful organisations: an informed approach to ameliorating social inequity. The findings described here suggest a broad, deep and opaque seam of institutional prejudice: permanent exclusion from school can be understood to be both caused by this and to intensify its effects. This has implications for the ‘voices’ of young people subject to or at risk of permanent exclusion from school, and the final chapter outlines a Foucauldian/Freirian ‘student voice’ project, offering ideas about how schools might tackle this.

Описание: In the aftermath of the 2008 financial crisis, more than 14 million U.S. homeowners filed for foreclosure. Focusing on the hard-hit Sacramento Valley, Noelle Stout uncovers the predacious bureaucracy that organized the largest bank seizure of residential homes in U.S. history. Stout reveals the failure of Wall Street banks' mortgage assistance programs--backed by over $300 billion of federal funds--to deliver on the promise of relief. Unlike the programs of the Great Depression, in which the government took on the toxic mortgage debt of Americans, corporate lenders and loan servicers ultimately denied over 70 percent of homeowner applications. In the voices of bank employees and homeowners, Stout unveils how call center representatives felt about denying appeals and shares the fears of families living on the brink of eviction. Stout discloses the impacts of rising inequality on homeowners--from whites who felt their middle-class life unraveling to communities of color who experienced a more precipitous and dire decline. Trapped in a Kafkaesque maze of mortgage assistance, borrowers began to view debt refusal as a moral response to lenders, as seemingly mundane bureaucratic dramas came to redefine the meaning of debt and dispossession.

Описание: Opening the Government of Canada presents a compelling case for a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Amanda Clarke details the untold story of the federal bureaucracy’s efforts to adapt to digital-age pressures from the mid-2000s onward. This book reveals the mismatch between the bureaucracy’s closed government traditions and evolving citizen expectations and digital tools. Striking a balance between reform and tradition, lays out a roadmap for building a democratically robust, digital-era federal government.
Whether motivated by humanitarianism or concern over "porous" borders, dominant commentary on migration in Europe has consistently focused on clandestine border crossings. Much less, however, is known about the everyday workings of immigration law inside borders. Drawing on in-depth ethnographic fieldwork in Italy, one of Europe's biggest receiving countries, Rules, Paper, Status moves away from polarized depictions to reveal how migration processes actually play out on the ground. Anna Tuckett highlights the complex processes of inclusion and exclusion produced through encounters with immigration law.
The statuses of "legal" or "illegal," which media and political accounts use as synonyms for "good" and "bad," "worthy" and "unworthy," are not created by practices of border-crossing, but rather through legal and bureaucratic processes within borders devised by governing states. Taking migrants' interactions with immigration regimes as its starting point, this book sheds light on the productive nature of legal and bureaucratic encounters and the unintended consequences they produce. Rules, Paper, Status argues that successfully navigating Italian immigration bureaucracy, which is situated in an immigration regime that is both exclusionary and flexible, requires and induces culturally specific modes of behavior. Exclusionary laws, however, can transform this social and cultural learning into the very thing that endangers migrants' right to live in the country.

Описание: Who determines the fuel standards for our cars? What about whether Plan B, the morning-after pill, is sold at the local pharmacy? Many people assume such important and controversial policy decisions originate in the halls of Congress. But the choreographed actions of Congress and the president account for only a small portion of the laws created in the United States. By some estimates, more than ninety percent of law is created by administrative rules issued by federal agencies like the Environmental Protection Agency and the Department of Health and Human Services, where unelected bureaucrats with particular policy goals and preferences respond to the incentives created by a complex, procedure-bound rulemaking process.
With Bending the Rules, Rachel Augustine Potter shows that rulemaking is not the rote administrative activity it is commonly imagined to be but rather an intensely political activity in its own right. Because rulemaking occurs in a separation of powers system, bureaucrats are not free to implement their preferred policies unimpeded: the president, Congress, and the courts can all get involved in the process, often at the bidding of affected interest groups. However, rather than capitulating to demands, bureaucrats routinely employ "procedural politicking," using their deep knowledge of the process to strategically insulate their proposals from political scrutiny and interference. Tracing the rulemaking process from when an agency first begins working on a rule to when it completes that regulatory action, Potter show how bureaucrats use procedures to resist interference from Congress, the President, and the courts at each stage of the process. This exercise reveals that unelected bureaucrats wield considerable influence over the direction of public policy in the United States.

Red Tape presents a major new theory of the state developed by the renowned anthropologist Akhil Gupta. Seeking to understand the chronic and widespread poverty in India, the world's fourth largest economy, Gupta conceives of the relation between the state in India and the poor as one of structural violence. Every year this violence kills between two and three million people, especially women and girls, and lower-caste and indigenous peoples. Yet India's poor are not disenfranchised; they actively participate in the democratic project. Nor is the state indifferent to the plight of the poor; it sponsors many poverty amelioration programs.
Gupta conducted ethnographic research among officials charged with coordinating development programs in rural Uttar Pradesh. Drawing on that research, he offers insightful analyses of corruption; the significance of writing and written records; and governmentality, or the expansion of bureaucracies. Those analyses underlie his argument that care is arbitrary in its consequences, and that arbitrariness is systematically produced by the very mechanisms that are meant to ameliorate social suffering. What must be explained is not only why government programs aimed at providing nutrition, employment, housing, healthcare, and education to poor people do not succeed in their objectives, but also why, when they do succeed, they do so unevenly and erratically.
