The Evolution of the Juvenile Court examines how conservative politicians used coded racial appeals to advocate get tough policies that equated children with adults and more recent Supreme Court decisions that draw on developmental psychology and neuroscience research to bolster its conclusions about youths’ reduced criminal responsibility and diminished competence. Feld draws on lessons from the past to envision a new, developmentally appropriate justice system for children. Ultimately, providing justice for children requires structural changes to reduce social and economic inequality—concentrated poverty in segregated urban areas—that disproportionately expose children of color to juvenile courts’ punitive policies.
Historical, prescriptive, and analytical, The Evolution of the Juvenile Court evaluates the author’s past recommendations to abolish juvenile courts in light of this new evidence, and concludes that separate, but reformed, juvenile courts are necessary to protect children who commit crimes and facilitate their successful transition to adulthood.

The city of Nogales straddles the border running between Arizona and Sonora, Mexico. On the Mexican side, marginalized youths calling themselves Barrio Libre (Free 'Hood) employ violence, theft, and bribery to survive, often preying on undocumented migrants who navigate the city's sewer system to cross the US-Mexico border. In this book, Gilberto Rosas draws on his in-depth ethnographic research among the members of Barrio Libre to understand why they have embraced criminality and how neoliberalism and security policies on both sides of the border have affected the youths' descent into Barrio Libre.

Rosas argues that although these youths participate in the victimization of others, they should not be demonized. They are complexly and adversely situated. The effects of NAFTA have forced many of them, as well as other Mexicans, to migrate to Nogales. Moving fluidly with the youths through the spaces that they inhabit and control, he shows how the militarization of the border actually destabilized the region and led Barrio Libre to turn to increasingly violent activities, including drug trafficking. By focusing on these youths and their delinquency, Rosas demonstrates how capitalism and criminality shape perceptions and experiences of race, sovereignty, and resistance along the US-Mexico border.

Описание: The emergence of new hybrid (state and nonstate) transnational criminal/terrorist franchises in Latin America operating under broad state protection now pose a tier-one security threat for the United States. Similar hybrid franchise models are developing in other parts of the world, which makes the understanding of these new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity, such as drug trafficking, money laundering, and human trafficking, into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra-regional state actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. The central binding element in this alliance is a hatred for the West, particularly the United States, and deep anti-Semitism, based on a shared view that the 1979 Iranian Revolution was a transformative historical event. For Islamists, it is evidence of divine favor; and for Bolivarians, a model of a successful asymmetrical strategy to defeat the "Empire." The primary architect of this theology/ideology that merges radical Islam and radical, anti-Western populism and revolutionary zeal is the convicted terrorist Ilich Sanchez Ramirez, better known as "Carlos the Jackal," whom Chavez has called a true visionary.

In Party Vibrancy and Democracy in Latin America, Fernando Rosenblatt sheds new light on how party vibrancy is maintained and reproduced over time in three of the region's more stable countries-Chile, Costa Rica, and Uruguay. Referencing these three "consolidated" democracies with records of good
governance, Rosenblatt identifies the complex interaction between four causal factors that can explain party vibrancy: Purpose, Trauma, Channels of Ambition, and Moderate Exit Barriers. "Purpose" activates prospective loyalty among party members. "Trauma" refers to a shared traumatic past which
engenders retrospective loyalty. "Channels of Ambition" are established routes by which individuals can pursue political careers. Finally, "Moderate Exit Barriers" are rules that set costs of defection at reasonable levels. When these factors work together throughout a party's "Golden Age," they can
demonstrate a link between party organizations� stability and the quality of democratic representation across Latin America. As Rosenblatt finds, when parties remain vibrant organizations, democracies are better able to withstand challenges long-term.
