Описание: This is the fi rst comprehensive stocktaking of what the global lowcarbon transition may mean for fossil fuel-dependent countries and how they can manage. Fossil fuel-dependent countries are the most exposed to the impacts of global low-carbon transition and, at the same time, are often unprepared to manage it. They depend on the export of oil, gas, or coal; the use of carbon-intensive infrastructure (for example, refi neries, petrochemicals, and coal power plants); or both. These countries face at least two climate-related risks. The fi rst-order risk arises from weather-related events induced by climate change. The second-order risk is fi nancial, fi scal, and macro-structural, and it arises from the potentially accelerated transition of the global economy away from carbon-intensive fuels and the value chains based on them. This book focuses on managing these transition risks and harnessing related opportunities. Beyond Stranded Assets identifi es multiple strategies that fossil fuel-dependent countries can pursue to navigate the turbulent waters of a low-carbon transition. The policy and investment choices to be made in the next decade will determine these countries' degree of exposure and overall resilience. Abandoning their comfort zones and developing completely new skills and capabilities in a time frame consistent with the 2015 Paris Agreement on climate change is a daunting challenge and requires long-term revenue visibility and consistent policy leadership. Описание: The management of natural resources is directly associated with climate change. On the one hand, most of the greenhouse gases released in the atmosphere originate from the production, transformation and use of natural resources such as coal, natural gas and oil. On the other hand, climate change affects natural resources such as forests and agricultural produce. These interactions illustrate the two-way relationship between climate change and the commodities sector. This paper analyses the ways in which the management of natural resources may impact climate change, and how climate change impacts the adaptation strategies of countries, industries and farmers that extract or produce primary commodities. Resource management is analysed from the perspective of a capital conversion-based model of development. One important conclusion of the paper is that integrating climate change concerns into resource management implies that some natural resources will need to be stranded in order to meet mitigation commitments compatible with the goal of limiting global warming to well below 2 degrees Celsius and pursuing efforts to limit the increase in the average value of global temperature to 1.5 degrees Celsius above pre-industrial levels.
