Why bibliometrics is useful for understanding the global dynamics of science but generate perverse effects when applied inappropriately in research evaluation and university rankings.
The research evaluation market is booming. "Ranking," "metrics," "h-index," and "impact factors" are reigning buzzwords. Government and research administrators want to evaluate everything -- teachers, professors, training programs, universities -- using quantitative indicators. Among the tools used to measure "research excellence," bibliometrics -- aggregate data on publications and citations -- has become dominant. Bibliometrics is hailed as an "objective" measure of research quality, a quantitative measure more useful than "subjective" and intuitive evaluation methods such as peer review that have been used since scientific papers were first published in the seventeenth century. In this book, Yves Gingras offers a spirited argument against an unquestioning reliance on bibliometrics as an indicator of research quality. Gingras shows that bibliometric rankings have no real scientific validity, rarely measuring what they pretend to.
Although the study of publication and citation patterns, at the proper scales, can yield insights on the global dynamics of science over time, ill-defined quantitative indicators often generate perverse and unintended effects on the direction of research. Moreover, abuse of bibliometrics occurs when data is manipulated to boost rankings. Gingras looks at the politics of evaluation and argues that using numbers can be a way to control scientists and diminish their autonomy in the evaluation process. Proposing precise criteria for establishing the validity of indicators at a given scale of analysis, Gingras questions why universities are so eager to let invalid indicators influence their research strategy.

Описание: In Mixed Methods Design in Evaluation, the first volume of SAGE′s Evaluation in Practice Series, best-selling author Donna M. Mertens explores the meaning of mixed methods evaluation, its evolution over the last few decades, and the dominant philosophical frameworks that are influencing thought and practice in the field today. Four chapters explore evaluation of the effectiveness of interventions, development of instruments, systematic reviews, and policy evaluations, while an additional chapter covers evaluation approaches often required in specific contexts including gender responsive evaluations, needs assessment, and evaluations in conflict zones. Practical in nature, the book guides readers' thinking about the design of mixed methods evaluations through the use of illustrative examples and explanations for further applications.

Описание: This book discusses approaches used by NGOs in formulating and implementing mental health care in the community in the context of high treatment gap, insufficient public expenditure on health, human resource shortages, heterogeneity of communities as well as cultural beliefs in India. It uses a qualitative case study approach to document and analyse the work of some major NGO-run community mental health programmes in India, all of which cater to vulnerable populations and are in different and diverse regional settings. It casts the spotlight on envisioning community mental health in policy and law, implementation by the government, how it is practised by select NGOs and the challenges involved in programme implementation. In doing so, it hopes to understand the trigger factors that have led to NGOs embarking on community mental health programmes: how needs of the community are understood, the funding mechanisms, how the human resource gap was addressed, type of networks formed in the community, therapeutic and social interventions, accountability mechanisms, achievements and limitations of the programmes. This book is for students and researchers in the fields of social work and psychology, and NGOs, government and funding agencies, and for those interested in understanding and working with community mental health programmes.

Описание: The past decade has seen increased attention to cost-effectiveness and benefit-cost analysis in education as administrators are being asked to accomplish more with the same or even fewer resources, philanthropists are keen to calculate their return on investment in social programs, and the general public is increasingly scrutinizing how resources are allocated to schools and colleges. Economic Evaluation in Education: Cost-Effectiveness and Benefit-Cost Analysis (titled Cost-Effectiveness Analysis: Methods and Applications in its previous editions) is the only full-length book to provide readers with the step-by-step methods they need to plan and implement a benefit-cost analysis in education. Authors Henry M. Levin, Patrick J. McEwan, Clive Belfield, Alyshia Brooks Bowden, and Robert Shand examine a range of issues, including how to identify, measure, and distribute costs; how to measure effectiveness, utility, and benefits; and how to incorporate cost evaluations into the decision-making process. The updates to the Third Edition reflect the considerable methodological development in the evaluation literature, and the greater empiricism practiced by education researchers, to help readers learn to apply more advanced methods to their own analyses.

This salient reference grounds readers in the theoretical basis and day-to-day practice of community-based health care programs, and their potential as a transformative force in public health. Centering around concepts of self-determination, empowerment, and inclusiveness, the book details the roles of physicians, research, and residents in the transition to self-directed initiatives and greater community control. Community-focused interventions and methods, starting with genuine dialogue between practitioners and residents, are discussed as keys to understanding local voice and worldview, and recognizing residents as active participants and not simply targets of service delivery. And coverage pays careful attention to training issues, including how clinicians can become involved in community-based care without neglecting individual patient needs.
Among the topics covered are:
Narrative medicine in the context of community-based practice.
Qualitative and participatory action research.
Health committees as a community-based strategy.
Dialogue, world entry, and community-based intervention.
Politics of knowledge in community-based work.
Training physicians with communities.
Dimensions of Community-Based Projects in Health Care challenges sociologists, social workers, and public health administrators to look beyond traditional biomedical concepts of care and naturalistic methods of research, and toward more democratic programs, planning, and policy. The partnerships described in these pages reflect a deep commitment to patients' lives, and to the future of public health.p>
