Hypocrisy and Human Rights examines what human rights pressure does when it does not work. Repressive states with absolutely no intention of complying with their human rights obligations often change course dramatically in response to international pressure. They create toothless commissions, permit but then obstruct international observers' visits, and pass showpiece legislation while simultaneously bolstering their repressive capacity.
Covering debates over transitional justice in Sri Lanka, Myanmar, Cambodia, Democratic Republic of the Congo, and other countries, Kate Cronin-Furman investigates the diverse ways in which repressive states respond to calls for justice from human rights advocates, UN officials, and Western governments who add their voices to the victims of mass atrocities to demand accountability. She argues that although international pressure cannot elicit compliance in the absence of domestic motivations to comply, the complexity of the international system means that there are multiple audiences for both human rights behavior and advocacy and that pressure can produce valuable results through indirect paths.
Events of the last decade demand new approaches to atrocity prevention that are adaptable, innovative and independent of a state-centered doctrine. With the aim of reducing risk factors such as civil war, Ackerman and Merriman argue for a new normative framework called The Right to Assist (RtoA), which would strengthen international coordination and support for nonviolent civil resistance campaigns demanding rights, freedom and justice against non-democratic rule.
RtoA would:
1. engage a wide range of stakeholders such as NGOs, states, multilateral institutions and others;
2. bolster various factors of resilience against state fragility; and
3. incentivize opposition groups to sustain commitment to nonviolent strategies of change.
The adoption of this doctrine can reduce the probability of violent conflict that significantly heightens atrocity risk, while increasing the prospects for constructive human development.

The idea that states share a responsibility to shield people everywhere from atrocities is presently under threat. Despite some early twenty-first century successes, including the 2005 United Nations endorsement of the Responsibility to Protect, the project has been placed into jeopardy due to catastrophes in such places as Syria, Myanmar, and Yemen; resurgent nationalism; and growing global antagonism. In Sharing Responsibility, Luke Glanville seeks to diagnose the current crisis in international protection by exploring its long and troubled history. With attention to ethics, law, and politics, he measures what possibilities remain for protecting people wherever they reside from atrocities, despite formidable challenges in the international arena. With a focus on Western natural law and the European society of states, Glanville shows that the history of the shared responsibility to protect is marked by courageous efforts, as well as troubling ties to Western imperialism, evasion, and abuse. The project of safeguarding vulnerable populations can undoubtedly devolve into blame shifting and hypocrisy, but can also spark effective burden sharing among nations.
