Описание: What if what we think we know about ecology and environmental policy is just wrong? What if environmental laws often make things worse? What if the very idea of nature has been hijacked by politics? What if wilderness is something we create in our minds, as opposed to being an actual description of nature? Developing answers to these questions and developing implications of those answers are our purposes in this book. Two themes guide us--political ecology and political entrepreneurship. Combining these two concepts, which we develop in some detail, leads us to recognize that sometimes in their original design and certainly in their implementation, major U.S. environmental laws are more about opportunism and ideology than good management and environmental improvement. Will America enact environmental policies based on sound principles? The authors of Nature Unbound are cautiously optimistic.

Описание: Who advises our policy makers in Washington? What brings these advisors to the federal bureaucracy and keeps them there? And how do their clients and the bureaucratic context influence the choices they make in selecting, defining, and working on problems of public policy?
In the late 1960s, professional policy advisors--called policy analysts--began to emerge in the Washington bureaucracy. Their job: to provide information and advice about the consequences of choosing different policies. Arnold J. Meltsner examines the various roles they asumed and the ways in which their priorities and methods were affected by the people they advised and the bureaucratic environment.
Drawing on interviews with analysts and using his own experience as a government consultant, Meltsner shows how political and organizational considerations extended the boundaries of the advisor's role in a way that went far beyond the analyst's own notions of what policy analysis was. As the profession began to take shape, there were few standards of external organizations to set expectations for the analyst's work. As advisors on the inside, many policy analysts became adept at writing speeches and memos and making political calculations. In short, they took on the folkways of the bureaucrat.
This detailed and vivid account of the experiences of analysts in a government agency is written not only for students of the subject but for all those interested in the general processes of our government. By providing a picture of the roles and behavior of the policy analyst, Meltsner points out the predicaments facing those who try to improve the effectiveness of analytical expertise within the government. Red Tape presents a major new theory of the state developed by the renowned anthropologist Akhil Gupta. Seeking to understand the chronic and widespread poverty in India, the world's fourth largest economy, Gupta conceives of the relation between the state in India and the poor as one of structural violence. Every year this violence kills between two and three million people, especially women and girls, and lower-caste and indigenous peoples. Yet India's poor are not disenfranchised; they actively participate in the democratic project. Nor is the state indifferent to the plight of the poor; it sponsors many poverty amelioration programs.
Gupta conducted ethnographic research among officials charged with coordinating development programs in rural Uttar Pradesh. Drawing on that research, he offers insightful analyses of corruption; the significance of writing and written records; and governmentality, or the expansion of bureaucracies. Those analyses underlie his argument that care is arbitrary in its consequences, and that arbitrariness is systematically produced by the very mechanisms that are meant to ameliorate social suffering. What must be explained is not only why government programs aimed at providing nutrition, employment, housing, healthcare, and education to poor people do not succeed in their objectives, but also why, when they do succeed, they do so unevenly and erratically.
