Описание: Few regions of the world are as politically turbulent as the Middle East, and nowhere is the potential for superpower conflict greater. How does the Soviet Union view the Middle east conflict? Can the USSR play a constructive role in the peace process? In this volume, first published in 1990, these questions and others central to an understanding of Soviet strategy in the region are addressed. Previous analysts of Soviet-Middle Eastern relations have tended to emphasize either the cooperative or the competitive aspects of Soviet behaviour. Breslauer instead offers the multidimensional concept of ‘collaborative competition’ to describe the mixed motives, ambivalence, and sometimes conflicting perspectives that have informed Soviet strategy in the region. In such an unstable environment. this strategy of collaborative competition has in turn encouraged ‘approach-avoidance’ behaviour; for example, while the Soviets may seek to moderate their radical allies, they remain fearful that these allies, once moderated, might defect to US patronage. Under Gorbachev, the Kremlin continues to pursue this same strategy but with increased attention to improving collaboration, redefining the nature of the competition, and easing the approach-avoidance dilemma. Breslauer argues that these changes could lead to more flexible Soviet behaviour in the region. This volume combines new, in-depth research on Soviet policy with new interpretations, including insights drawn from relevant theories of international relations.

Описание: The book explores the complex world of Islam from the perspective of its adherents and activists in Azerbaijan. Baku, the most secular Muslim capital city, is a battlefield for the minds and souls of „ethnic Muslims.” Visiting pirs was till now the typical expression of religiosity among Azerbaijani Muslims. Sunni-Shia division was blurred. Nowadays, Shia and Sunni Muslim movements propose new distinctive identities. Foreign and local preachers took advantage of liberal religious policies of the 1990s to promote their ideas. Salafis stress the „pristine” Islam and the idea of universalism, while Shias underline rationality in their faith tradition. Turkish model of Islam is more inclusive towards local customs. Sufism, although not as powerful as before, also finds a committed audience. Finally, independent charismatic local leaders gain supporters. The book investigates how this pluralism affects both religious groups and believers. Competitive environment requires effective strategies and flexibility. In this process, the traditional dominance of Shiism is challenged by Sunni movements. Shiism, however, is not giving up and adapts its concepts and practices to contemporary contexts.

Описание: Over the last three decades, migration management in the newly independent states which emerged from the ruins of the USSR in 1991 has become a tool for staking out zones of influence, a winning slogan for election campaigns, and a handle on the domestic population. Such an instrumentalization of migration is widespread in all post-Soviet republics. (Geo-)political games around migration issues are also a mechanism of foreign influence and a method of destabilization across the former USSR as well as an apology for slowing down reforms and even for transforming their character or vector.

The ruling elites of the newly independent states exploit, with different degrees of intensity and success, institutions and rules of migration laws, including the granting of citizenship, asylum, temporary and permanent residence authorization, etc., in order to advance certain foreign and domestic policies. The directions of various post-Soviet nations' migration policies--be they pro-European, pro-Asian, or pro-Russian--are informed less by a pursuit of cultural, historical, or economic advantages for the respective countries and their populations than by the dynamics of geopolitical rivalry and often by the principle "either an ally or a rival; there is no middle ground."

This fascinating volume explains why shifts in migration management in the post-Soviet countries are both causes for and consequences of political changes that influence foreign and domestic policy making.
