More than half of the 41 million foreign-born individuals in the United States today are noncitizens, half have difficulty with English, a quarter are undocumented, and many are poor. As a result, most immigrants have few opportunities to make their voices heard in the political process. Nonprofits in many cities have stepped into this gap to promote the integration of disadvantaged immigrants. They have done so despite notable constraints on their political activities, including limits on their lobbying and partisan electioneering, limited organizational resources, and dependence on government funding. Immigrant rights advocates also operate in a national context focused on immigration enforcement rather than immigrant integration. In Making Immigrant Rights Real, Els de Graauw examines how immigrant-serving nonprofits can make impressive policy gains despite these limitations.Drawing on three case studies of immigrant rights policies—language access, labor rights, and municipal ID cards—in San Francisco, de Graauw develops a tripartite model of advocacy strategies that nonprofits have used to propose, enact, and implement immigrant-friendly policies: administrative advocacy, cross-sectoral and cross-organizational collaborations, and strategic issue framing. Internal Affairs shows how the organizational structures of human rights NGOs and their campaigns determine their influence on policy. Drawing on data from seven major international organizations—the International Committee of the Red Cross, Amnesty International, Human Rights Watch, M?decins sans Fronti?res, Oxfam International, Anti-Slavery International, and the International League of Human Rights—Wendy H. Wong demonstrates that NGOs that choose to centralize agenda-setting and decentralize the implementation of that agenda are more successful in gaining traction in international politics.Challenging the conventional wisdom that the most successful NGOs are those that find the "right" cause or have the most resources, Wong shows that how NGOs make and implement decisions is critical to their effectiveness in influencing international norms about human rights. Building on the insights of network theory and organizational sociology, Wong traces how power works within NGOs and affects their external authority. The internal coherence of an organization, as reflected in its public statements and actions, goes a long way to assure its influence over the often tumultuous elements of the international human rights landscape.

Adherence to basic human rights norms has become an expected feature of states throughout the world. In Europe, the promotion and protection of human rights through national governments has been enhanced by the diversity of intergovernmental organizations committed to this cause. The latest addition to the continent's rights organizations arrived ten years ago when, based on the EU's Lisbon Treaty, the Fundamental Rights Agency (FRA) was created as a functional institution to highlight and improve human rights within EU member states. In contrast to other regulatory agencies in the EU, the FRA provides a research-based advisory function for EU institutions and legislation and performs a public-diplomacy function in promoting fundamental rights across EU member states. The linking of civil society with internal rights policies has yet produced very little scholarship. Markus Thiel's European Civil Society and Human Rights Advocacy not only fills this vacuum: it also offers a timely analysis in the context of Europe's proliferating human rights challenges, like the current refugee crises and the nationalist responses that geopolitical changes have provoked. European Civil Society and Human Rights Advocacy examines the interaction between the FRA and hundreds of transnational civil society organizations working with and on behalf of vulnerable populations in EU member states and probes the high normative standards of human rights attainment and transnational participatory governance in the EU. Thiel surveys how networking among civil society organizations takes place, to what extent they are able to set the agenda or insert themselves into EU decision-making procedures, and how they are able to exploit the opportunity structure presented by the FRA's institutionalization of a voice for civil society. Thiel draws conclusions for the larger issues of human rights promotion, transnational citizenship, and participatory governance in the region, reflecting broadly and critically on the legitimacy of EU human rights norms through a political sociology perspective.
