In 1931, a 12-year-old boy shot and killed the sheriff of Asotin, Washington. The incident stunned the small town and a mob threatened to hang him. Both the crime and Herbert Niccolls's eventual sentence of life imprisonment at the Washington State Penitentiary in Walla Walla drew national attention, only to be buried later in local archives.

Journalist Nancy Bartley has conducted extensive research to construct a compelling narrative of the events and characters that make this a unique episode in the history of criminal justice in the United States. Niccolls became a cause for Father Flanagan of Boys Town,who took to the airwaves, imploring listeners to write Governor Hartley on the boy's behalf. The bitter campaign put Hartley in such a negative light that he lost his bid for reelection. Under a new and progressive warden, Niccolls thrived in prison. Inmates like physician Peter Miller and literary agent James Ashe became his tutors, finding that Niccolls had an insatiable appetite for knowledge. During the deadly 1934 prison riot at Walla Walla, several prisoners kept him from harm.

Niccolls was finally released from prison in his early twenties. He went to work at 20th Century Fox in Hollywood, where he kept his secret for the rest of his long life. The Boy Who Shot the Sheriff explores this little-known story of a young boy's fate in the juvenile justice system during the bloodiest years in the nation's penitentiaries.

Hart describes the global structure of production and consumption in the five major capitalist countries and offers a rich comparative history of their industrial policymaking. He concludes that variations in statesocietal arrangements—and the impact these differences have on the creation and diffusion of new technologies—provide the best explanation for divergences in international competitiveness. In Japan, state and business are allied, but labor is marginalized, whereas in Germany, labor and business are allied, and the state is decentralized. Yet both countries have become increasingly competitive because they have developed institutional mechanisms for technology diffusion. France's state-led system, in contrast, is linked with only moderate competitiveness. The decline of competitiveness in the United States and Britain, Hart concludes, may be attributed to state-societal arrangements that have allowed one actor-labor in Britain, business in the United States-to dominate policymaking.

The promise of opportunity drew twenty-seven-year-old Illinois schoolteacher William Winlock Miller west to the future Washington Territory in 1850. Like so many other Oregon Trail emigrants Miller arrived cash-poor and ambitious, but unlike most he fulfilled his grandest ambitions. By the time of his death in 1876, Miller had amassed one of the largest private fortunes in the territory and had used it creatively in developing the region’s assets, leaving a significant mark on the territory’s political and economic history.

Appointed Surveyor of Customs at the newly created Port of Nisqually in 1851, Miller was the first federal official north of the Columbia River. Two years later he helped organize the new territory‘s Democratic Party and quickly became a political and financial confidant of governor Isaac Stevens. His involvement in the Indian conflict in 1855–56, a term in the territorial legislature, and his bankrolling of key politicians made him the territory’s most effective political networker. His role as a “hip-pocket banker” in a region without established banks made him a powerful financial broker and a major player in territorial affairs.

But in his pursuit of success Miller compromised another ambition he carried west from Illinois. He postponed marriage and family until only a few years before his death and agonized about relationships with his family in Illinois. His experience reminds us that the pioneer settlement era was a period of social dislocation and that public economic and political success could mask personal disappointment.

Lang’s biography takes readers into the heart of Washington territorial politics, where alliances often hinged more on mutual economic interest than political principles and nearly all agreed that government should encourage ambitious and energetic men. In this world, Lang argues, Miller succeeded because he parlayed his talents in camaraderie politics and sharp-pencil business affairs with an unabashed mining of governmental opportunities.
