Описание: Demonstrates that the Caucasus and Central Asia (CCA) region needs to find new growth drivers, diversify away from natural resources, remittances, and public spending, and generate much stronger private sector-led activity.
China’s Belt and Road Initiative (BRI) is a potential gamechanger for the Central Asia and South Caucasus (CASC) region. CASC countries naturally view this massive development program as a unique opportunity to accelerate their economic development through increased foreign investment, upgraded physical infrastructure, and tighter economic relationships with their neighbors.
Yet embracing the BRI is not without risks. Some BRI investments may prove to be fiscally unsustainable, economically and financially unviable, and socially and environmentally harmful. Inadequate cross-border coordination and infrastructure maintenance could render some BRI investments wasteful or redundant. If not proactively addressed, these risks have the potential to leave countries worse off for having participated in the BRI.
Policymakers in the CASC region and their development partners, thus, face a daunting question: how to realize the promise of the BRI for their countries while avoiding the pitfalls that lie along the way?
This book attempts to answer this question by leveraging the unique insights of development experts in the CASC region. Drawing on the most comprehensive review of BRI investment data conducted to date, this book presents a dynamic policy agenda that is relevant to any country in which China is building the Belt and Road.
This report analyses planned infrastructure projects, decision-making frameworks related to infrastructure development and strategic planning documents in eight countries in Central Asia and the Caucasus: Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan and Uzbekistan. It compares current investment flows with countries' national development objectives to identify misalignments and provides policy-makers with recommendations to improve the integration of climate change and other environmental concerns into infrastucture development decision-making processes. The report presents a comprehensive overview of infrastructure investment, primarily in the transport and energy sectors, throughout the region and identifies the risks and opportunities emerging from current investment patterns.

Описание: Financial inclusion and financial education are becoming increasingly recognized as key requirements for sustainable and inclusive growth, and have been recognized as such by international fora such the Group of Twenty (G20) and the OECD. However, countries in Central Asia and the South Caucasus region have generally lagged in this area. Aside from Kazakhstan, the levels of financial inclusion are substantially below the average level of developing economies. Moreover, there has been little study of the determinants of and barriers to the development of financial inclusion and financial literacy in this region. In this study, prominent scholars in each country examine recent trends in financial inclusion in seven countries—Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan—for both individuals and small and medium-sized firms (SMEs); institutional and regulatory barriers to the expansion of financial inclusion; and policy options to support greater financial inclusion while maintaining financial stability. The book also examines issues related to the assessment of financial literacy and promotion of financial education to support greater financial inclusion in the region. One prominent feature of the region is the relatively slow uptake of innovative financial technologies that could promote financial inclusion such as mobile phone banking, crowd funding and peer-to-peer (P2P) lending platforms. This book examines the barriers to such development, as recommends policies to facilitate the introduction of such technologies.

Описание: External shocks since 2014 — lower oil prices and slower growth in key trading partners — have put financial sectors, mainly banks, in the eight Caucasus and Central Asia (CCA) countries under increased stress. Even before the shocks, CCA banking sectors were not at full strength. Asset quality was generally weak, due in part to shortcomings in regulation, supervision, and governance. The economies were highly dollarized. Business practices were affected by lack of competition and, in most countries, connected lending, which undermined banking sector health. Shortcomings in financial regulation and supervision allowed the unsound banking practices to remain unaddressed. The external shocks exacerbated in these underlying vulnerabilities. Strains in CCA banking sectors intensified as liquidity tightened, asset quality deteriorated, and banks became undercapitalized. These challenges have required public intervention in some cases.

Описание: Critical Connections examines how trade, investment, migration, and other linkages among countries are drivers of economic growth in the Europe and Central Asia region. The study breaks new ground by using a multidimensional approach that recognises how each connectivity channel for growth is likely to be affected by the strength of other channels. A multidimensional view makes it easier to see that diversity in country connections and balance in all channels of connectivity are critical for achieving the greatest impact on growth.Europe and Central Asia provides a great laboratory for observing the role of multidimensional connectivity in action. Its 30 countries vary widely in the openness of their economies. The region's collective experience shows how the various elements of cross-border connectivity work together to accelerate progrowth knowledge transfers, which boost productivity through participation in today's global value chains. A country's economic partner might be just as important as the type of connection. Being well connected to highly connected countries can provide benefits beyond being well connected to comparatively isolated countries.Although greater connectivity can expose countries to external shocks, this book presents fact-based arguments for policies that seek to build deeper and more diverse connections within the Europe and Central Asia region and globally. The message is timely. Europe's once-confident march toward economic integration has slowed over the past decade, with voices in many countries questioning the wisdom of opening to the global economy. Critical Connections serves as a reminder to citizens and policy makers that greater regional and global connectivity has been a tremendous “convergence machine,” raising living standards of lower-income countries to those of wealthier middle- to high-income countries.
