Every year millions of people are displaced from their homes, livelihoods and communities due to land-based development projects. There is no limit to what can be called a 'development project'. They can range from small-scale infrastructure or mining projects to mega hydropower plants; can be public or private, well-planned or rushed into. Knowledge of development-induced displacement and resettlement (DIDR) remains limited even after decades of experience and research. Many questions are yet unanswered: What is "success" in resettlement? Is development without displacement possible or can resettlement be developmental? Is there a global safeguard policy or do we need an international right 'not to be displaced'?
This book revisits what we think we know about DIDR. Starting with case studies that challenge some of the most widespread preconceptions, it goes on to discuss the ethical aspects of DIDR. The book assesses the current laws, policies and rights governing the sector, and provides a glimpse of how the displaced people defend themselves in the absence of effective governance and safeguard mechanisms.
This book is a valuable resource for students and researchers in development studies, population and development, and migration and development.

Описание: Impossible Refuge brings the perspectives of refugees into rapidly emerging dialogues about contemporary situations of mass forced migration, asking: what does it mean to be displaced? Based on multi-sited ethnographic research conducted with refugees from Central Africa living in situations of protracted asylum in Uganda and resettlement in Australia, the book provides a unique comparative analysis of global humanitarian systems and the experiences of refugees whose lives are interwoven with them. The book problematises the solutions that are currently in place to resolve the displacement of refugees, considering that since displacement cannot be reduced to a politico-legal problem but is an experience that resonates at an existential level, it cannot be assumed that politico-legal solutions to displacement automatically resolve what is, fundamentally, an existential state of being. Impossible Refuge therefore offers a new theoretical foundation through which to think about the experiences of refugees, as well as the systems in place to manage and resolve their displacement. The book argues that the refuge provided to refugees through international humanitarian systems is conditional: requiring that they conform to lifestyles that benefit the hegemonic future horizons of the societies that host and receive them. Impossible Refuge calls for new ways of approaching displacement that go beyond the exceptionality of refugee experience, to consider instead how the contestation and control of possible futures makes displacement a general condition of our time. As such, it will appeal to scholars across the social sciences with interests in migration and refugees, humanitarianism and violence, sovereignty and citizenship, cosmology and temporality, and African studies, broadly.

WINNER OF THE IAN WARDS PRIZE 2018
By the early 20th century, the ideology of racial distance predominated in British India. This simultaneously threw a spotlight on the 'Anglo-Indian problem' and sent intimate relationships between British colonials and Indian women into the shadows of history. One Scottish missionary's solution was to isolate and raise the mixed-race children of British tea planters in an institution in Kalimpong - in the foothills of the Himalayas - before permanently resettling them far from their maternal homeland as workers in New Zealand.
Historian Jane McCabe leads us through a compelling research journey that began with uncovering the story of her own grandmother, Lorna Peters, one of 130 adolescents resettled in New Zealand under the scheme between 1908 and 1938. Using records from the 'Homes' in Kalimpong and in-depth interviews with other descendants in New Zealand, she crafts a compelling, evocative, and unsentimental yet moving narrative -- one that not only brings an untold part of imperial history to light, but also transforms previously broken and hushed family histories into an extraordinary collective story.
This book attends to both the affective dimension of these traumatic familial disruptions, and to the larger economic and political drivers that saw government and missionary schemes breaking up Anglo-Indian families -- schemes that relied on future forgetting.

Описание: Resettlement – the selection and transfer of refugees from the state where they seek asylum to another state – is considered a tool of refugee protection. In this nuanced account of Canada’s resettlement program from the Indochinese crisis of the 1970s to the Syrian crisis of the 2010s, Shauna Labman examines the role that law plays in resettlement and the impact of resettlement on asylum policies. She concludes that resettlement programs can either complement or complicate in-country asylum claims at a time when fear of outsiders is causing countries to close their borders to asylum-seekers around the world.
