The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napol?on’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.

When railroads connected the United States and Mexico in 1884 and overland travel between the two countries became easier and cheaper, Americans developed an intense curiosity about Mexico, its people, and its opportunities for business and pleasure. Indeed, so many Americans visited Mexico during the Porfiriato (the long dictatorship of Porfirio Díaz, 1876–1911) that observers on both sides of the border called the hordes of tourists and business speculators a “foreign invasion,” an apt phrase for a historical moment when the United States was expanding its territory and influence.
Americans in the Treasure House examines travel to Mexico during the Porfiriato, concentrating on the role of travelers in shaping ideas of Mexico as a logical place for Americans to extend their economic and cultural influence in the hemisphere. Analyzing a wealth of evidence ranging from travelogues and literary representations to picture postcards and snapshots, Jason Ruiz demonstrates that American travelers constructed Mexico as a nation at the cusp of modernity, but one requiring foreign intervention to reach its full potential. He shows how they rationalized this supposed need for intervention in a variety of ways, including by representing Mexico as a nation that deviated too dramatically from American ideals of progress, whiteness, and sexual self-control to become a modern “sister republic” on its own. The processes of socioeconomic formation in Mexico differed from those of Western Europe and the United States; accordingly, entrepreneurial activity had markedly contrasting implications for economic development and class formation. In the downwardly spiraling economy of nineteenth-century Mexico, economic activity was a zero-sum game. No new wealth was being created; most sectors remained stagnant and unproductive. To make their fortunes, empresarios, the Mexican capitalists, could not rely on income generated from authentic economic growth. Instead, they exploited the arbitrary acts of the interventionist Mexican state, which proscribed the free movement of factors within the marketplace. Speculation in the public debt took the place of more substantive undertakings. Coercive state power was diverted to create artificial environments in which otherwise inefficient and unproductive enterprises could flourish. But however well the empresarios might imitate the outward forms of industrial capitalism, they could not unlock the productive capacity of the Mexican economy. Instead, they and their allies and rivals engaged in destructive struggles to manipulate the state for personal gain, to the detriment of class interests, economic growth, and political stability.
Forging Ties, Forging Passports is a history of migration and nation-building from the vantage point of those who lived between states. Devi Mays traces the histories of Ottoman Sephardi Jews who emigrated to the Americas—and especially to Mexico—in the late nineteenth and early twentieth centuries, and the complex relationships they maintained to legal documentation as they migrated and settled into new homes. Mays considers the shifting notions of belonging, nationality, and citizenship through the stories of individual women, men, and families who navigated these transitions in their everyday lives, as well as through the paperwork they carried.
In the aftermath of World War I and the Mexican Revolution, migrants traversed new layers of bureaucracy and authority amid shifting political regimes as they crossed and were crossed by borders. Amid the crackdown on drug cartels, overall violence in Mexico has increased, and journalists covering the conflict have grown more vulnerable. But it is not just criminal groups that want reporters out of the way. Government forces also attack journalists in order to shield corrupt authorities and the very criminals they are supposed to be fighting. Meanwhile some news organizations, enriched by their ties to corrupt government officials and criminal groups, fail to support their employees.
