In this lively and provocative social history, Michael E. Donoghue positions the Panama Canal Zone as an imperial borderland where U.S. power, culture, and ideology were projected and contested. Highlighting race as both an overt and underlying force that shaped life in and beyond the Zone, Donoghue details how local traditions and colonial policies interacted and frequently clashed. Panamanians responded to U.S. occupation with proclamations, protests, and everyday forms of resistance and acquiescence. Although U.S. "Zonians" and military personnel stigmatized Panamanians as racial inferiors, they also sought them out for service labor, contraband, sexual pleasure, and marriage. Beginning in the late 1970s, activists from the favelas of Rio de Janeiro challenged the conditions—such as limited access to security, sanitation, public education, and formal employment—that separated favela residents from Rio's other citizens. The activists built a movement that helped to push the nation toward redemocratization. They joined with political allies in an effort to institute an ambitious slate of municipal reforms. Those measures ultimately fell short of aspirations, and soon the reformers were struggling to hold together a fraying coalition. Rio was bankrupted by natural disasters and hyperinflation and ravaged by drug wars. Well-armed drug traffickers had become the new lords of the favelas, protecting their turf through violence and patronage. By the early 1990s, the promise of the favela residents' mobilization of the late 1970s and early 1980s seemed out of reach. Yet the aspirations that fueled that mobilization have endured, and its legacy continues to shape favela politics in Rio de Janeiro.

Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world's few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below's book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America.
Below's study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Below uses information obtained from primary and secondary documents and elite interviews to help reconstruct the processes, and augments her reconstruction with a content analysis of Conference of the Parties speeches by presidents and country delegates. The book complies with convention in the field by arguing that systemic, national and individual-level factors simultaneously impact foreign policy decisions, but makes the additional claim that role theory most accurately accounts for relationships between variables.
Environmental Politics and Foreign Policy Decision Making in Latin America considers a variety of factors on individual, national, and international levels of analysis, and show that the foreign policy decisions are best viewed through the prism of role theory. The book also draws conclusions about the value of role theory in general and about environmental foreign policy decisions in developing countries, which will be of value to both policy-makers and academics.

In River of Hope, Omar S. Valerio-Jiménez examines state formation, cultural change, and the construction of identity in the lower Rio Grande region during the eighteenth and nineteenth centuries. He chronicles a history of violence resulting from multiple conquests, of resistance and accommodation to state power, and of changing ethnic and political identities. The redrawing of borders neither began nor ended the region's long history of unequal power relations. Nor did it lead residents to adopt singular colonial or national identities. Instead, their regionalism, transnational cultural practices, and kinship ties subverted state attempts to control and divide the population.
Diverse influences transformed the borderlands as Spain, Mexico, and the United States competed for control of the region. Indian slaves joined Spanish society; Mexicans allied with Indians to defend river communities; Anglo Americans and Mexicans intermarried and collaborated; and women sued to confront spousal abuse and to secure divorces. Drawn into multiple conflicts along the border, Mexican nationals and Mexican Texans (tejanos) took advantage of their transnational social relations and ambiguous citizenship to escape criminal prosecution, secure political refuge, and obtain economic opportunities. To confront the racialization of their cultural practices and their increasing criminalization, tejanos claimed citizenship rights within the United States and, in the process, created a new identity.
