Since the mid-1990s, as China has downsized and privatized its state-owned enterprises, severe unemployment has created a new class of urban poor and widespread social and psychological disorders. In Unknotting the Heart, Jie Yang examines this understudied group of workers and their experiences of being laid off, "counseled," and then reoriented to the market economy. Using fieldwork from reemployment programs, community psychosocial work, and psychotherapy training sessions in Beijing between 2002 and 2013, Yang highlights the role of psychology in state-led interventions to alleviate the effects of mass unemployment. She pays particular attention to those programs that train laid-off workers in basic psychology and then reemploy them as informal "counselors" in their capacity as housemaids and taxi drivers.
These laid-off workers are filling a niche market created by both economic restructuring and the shortage of professional counselors in China, helping the government to defuse intensified class tension and present itself as a nurturing and kindly power. In reality, Yang argues, this process creates both new political complicity and new conflicts, often along gender lines. Women are forced to use the moral virtues and work ethics valued under the former socialist system, as well as their experiences of overcoming depression and suffering, as resources for their new psychological care work. Yang focuses on how the emotions, potentials, and "hearts" of these women have become sites of regulation, market expansion, and political imagination.

This book outlines how community sentences and early release options are administered in China. Chen provides empirical insights into the emerging community sector of the Chinese penal system, and illustrates how Chinese criminal courts decide between imprisonment and community sentences. Drawing on interviews with government and non-governmental supervisors, this methodological and rigorous study offers an in-depth discussion of the enforcement of these community sanctions and measures (CSM).
By using the CSM reform as an example, this book illustrates the adaptation of Chinese governance and social control. Ultimately, Chen argues that the current model of governance in China (disciplinary governance) cannot guarantee an effective state-agent relationship; it also denies local governments sufficient legitimacy to secure social stability. Finally, proposing that only the rule of law and an active judiciary can complement these two deficiencies, this book will be of great interest to scholars of criminology, law, and penology, as well as anyone who is interested in how China is held together in a socio-legal sense.

Описание: How does China maintain authoritarian rule while it is committed to market-oriented economic reforms? This book analyzes this puzzle by offering a systematic analysis of the central-local governmental relationship in rural China, focusing on rural taxation and political participation. Drawing on in-depth interviews with Chinese local officials and villagers, and combining them with game-theoretic analyses, it argues that the central government uses local governments as a target of blame for the problems that the central government has actually created. The most recent rural tax reforms, which began in 2000, were a conscious trade-off between fiscal crises and rural instability. For the central government, local fiscal crises and the lack of public goods in agricultural areas were less serious concerns than the heavy financial burdens imposed on farmers and the rural unrest that the predatory extractive behavior of local governments had generated in the 1990s, which threatened both economic reforms and authoritarian rule.

Описание: The Dragon’s Footprints: China in the Global Economic Governance System under the G20 Framework examines China’s participation in the G20; its efforts to increase its prestige in the international monetary system through the internationalization of its currency, the renminbi; its role in the multilateral development banks — the Asian Infrastructure Investment Bank and the New Development Bank; and its involvement in global trade governance, in light of the dazzling growth its economy has experienced since its ascension to the World Trade Organization in 2001. Clearly, China has its own views on how to engage with governance bodies and what benefits it expects to reap from its participation in global economic governance. There is no doubt that China is leaving its footprint on many aspects of the international financial system through its growing engagement with and greater integration into the global economy. The Dragon’s Footprints provides an in-depth discussion of what China has gained and learned from this experience and considers the implications for its foreign policy and future economic development.
