The second volume in the Health Services Research series provides a series of perspectives on comparative effectiveness research. Motivated by concern from the general public, governments in virtually all countries with developed and rapidly developing economies have been actively seeking and promoting ways of improving the patient experience of health care, improving the health of populations, and reducing the per capita cost of health care. While comparing treatment outcomes is not a new concept, appreciation of its potential application has grown in recent years. In addition to traditional health sciences methods, modern approaches to comparative effectiveness research now include greater emphasis on social sciences frameworks such as economics, ethics, and implementation science. Moreover, a key feature of the modern approach to comparing treatment outcomes is a focus on the individual patient through explicit consideration of inter-patient variability and patient-reported outcomes.
Comparative Effectiveness Research presents a series of chapters of relevance including introductions to areas that are being incorporated when comparing treatments, country-specific applications, patient-centred approaches, and modern methods. Included are chapters on the following areas that are being considered in treatment comparisons: ethics, economics and costs, implementation science, modern payment schemes (coverage with evidence development), and priority setting. Country-specific examples include an overview chapter on national approaches from various countries in Europe, Australia, and Canada, as well as specific chapters on comparative effectiveness research in Brazil and in the United States. The focus on the individual patient is described through chapters on patient-centred comparative effectiveness research, individualized treatment, the link with personalized medicine, and incorporating patient and public input for treatment. Methodological chapters include overviews of data sources, study designs, new statistical methods of combining results, the link with evidence-based medicine, specific issues when comparing drug and non-drug technologies, and dissemination of results.

Chapter 1: Naturally occurring data in qualitative health research This chapter will open with a general introduction to qualitative health research and highlight some of the key debates about the value of qualitative work in the field of health. The main focus of this chapter will be to introduce the reader to key definitions around data sources/types and show what does and does not constitute naturally occurring data. Typically naturally occurring data is contrasted with researcher-generated data and the distinction will thus be clarified within this chapter, with multiple examples included throughout. Further, there are some key debates around data types in the research field, as well as some tensions, and thus these will be laid out in the chapter. Examples will be used throughout to help the reader in differentiating between the various types of data. Thus, the chapter will be structured broadly as follows:

  • Introduction to qualitative health research
  • Why health research needs process data
  • What is naturally occurring data?
  • What is researcher-generated data?
Pedagogical features In addition to the general pedagogical features included in all of the chapters, such as the 'notable point' boxes and the recommended reading lists, this chapter will have a small number of features designed to consolidate and challenge the reader's learning. For example, an activity designed to challenge their understanding of what naturally occurring data is will be featured, with examples of research that are and are not naturally occurring. The reader will be required to thus differentiate and thereby apply their knowledge.

Chapter 2: Evidence-based practice and practice based evidence The use of naturally occurring data for research purposes fits more broadly with the issues of the use of qualitative research as evidence for practice, which is a central tenet of health research of any kind. For context, this chapter will introduce the reader to some of the general debates about evidence, and illustrate how qualitative evidence is beneficial, as well as how it is generally defined. Further, the chapter will focus on illuminating how naturally occurring data constitutes a form of evidence for the field of health. Thus the chapter will be structured broadly as follows:

  • What is evidence-based practice?
  • What is practice-based evidence?
  • What is the role of qualitative evidence and the evidence hierarchy?
  • How can examining practice naturally generate usable evidence?
Pedagogical features In addition to the general pedagogical features, such as the 'notable point' boxes and the recommended reading lists, this chapter will have a small number of features designed to consolidate and challenge the reader's learning. Описание: Operations research tools are ideally suited to providing solutions and insights for the many problems health policy-maker's face. Indeed, a growing body of literature on health policy analysis, based on operations research methods, has emerged to address the problems mentioned above and several others. The research in this field is often multi-disciplinary, being conducted by teams that include not only operations researchers but also clinicians, economists and policy analysts. The research is also often very applied, focusing on a specific question driven by a decision-maker and many times yielding a tool to assist in future decisions. The goal of this volume was to bring together a group of papers by leading experts that could showcase the current state of the field of operations research applied to health-care policy. There are 18 chapters that illustrate the breadth of this field. The chapters use a variety of techniques, including classical operations research tools, such as optimization, queuing theory, and discrete event simulation, as well as statistics, epidemic models and decision-analytic models. The book spans the field and includes work that ranges from highly conceptual to highly applied. An example of the former is the chapter by Kimmel and Schackman on building policy models, and an example of the latter is the chapter by Coyle and colleagues on developing a Markov model for use by an organization in Ontario that makes recommendations about the funding of new drugs. The book also includes a mix of review chapters, such as the chapter by Hutton on public health response to influenza outbreaks, and original research, such as the paper by Blake and colleagues analyzing a decision by Canadian Blood Services to consolidate services. This volume could provide an excellent introduction to the field of operations research applied to health-care policy, and it could also serve as an introduction to new areas for researchers already familiar with the topic. The book is divided into six sections. The first section contains two chapters that describe several different applications of operations research in health policy and provide an excellent overview of the field. Sections 2 to 4 present policy models in three focused areas. Section 5 contains two chapters on conceptualizing and building policy models.
