Описание:

Steve Itugbu, for many years a foreign policy aide to Obasanjo, draws on an extensive corpus of official documents, interviews, unpublished material and first-hand experience to explore the presidents multi-faceted personality in depth. In so doing, Itugbu demonstrates that Nigerias foreign policy has suffered through a combination of personalisation - that is subjugation to the will of Obasanjo - and the failings of bureaucratic structures. The book focuses specifically on Nigerias decision not to intervene in Darfur in 2004, which is shown to be attributable to Obasanjos politicking and inherent focus on shoring up his own position. Ultimately, an important opportunity for the African Union to set a precedent for humanitarian intervention was missed - a pattern which has since repeated itself across Africa. Such personalisation is common in the region, and the book therefore acts as a case study for better understanding the problems facing foreign policy making, diplomacy and leadership in Africa.
Throughout, Itugbu provides a reasoned and thorough analysis of the complex and interconnected issues facing Nigeria and Africa today, and the prospects of resolving these in the future. This behind-the-scenes account of the mechanics of Nigerian foreign policy is essential reading for all students, researchers and policy makers working on Africa.

Описание:

In the late 1970s, the United States often seemed to be a superpower in decline. Battered by crises and setbacks around the globe, its post–World War II international leadership appeared to be draining steadily away. Yet just over a decade later, by the early 1990s, America’s global primacy had been reasserted in dramatic fashion. The Cold War had ended with Washington and its allies triumphant; democracy and free markets were spreading like never before. The United States was now enjoying its "unipolar moment"—an era in which Washington faced no near-term rivals for global power and influence, and one in which the defining feature of international politics was American dominance. How did this remarkable turnaround occur, and what role did U.S. foreign policy play in causing it? In this important book, Hal Brands uses recently declassified archival materials to tell the story of American resurgence.

Brands weaves together the key threads of global change and U.S. policy from the late 1970s through the early 1990s, examining the Cold War struggle with Moscow, the rise of a more integrated and globalized world economy, the rapid advance of human rights and democracy, and the emergence of new global challenges like Islamic extremism and international terrorism. Brands reveals how deep structural changes in the international system interacted with strategies pursued by Jimmy Carter, Ronald Reagan, and George H. W. Bush to usher in an era of reinvigorated and in many ways unprecedented American primacy. Making the Unipolar Moment provides an indispensable account of how the post–Cold War order that we still inhabit came to be.

Описание:

Soviet foreign policy in the Stalin era is commonly assumed to have been a direct product of either Marxist ideology or the leader's whims. Both assumptions, however, oversimplify the complex and subtle factors involved in its creation and implementation. Kyung-Deok Roh provides an alternative, more nuanced, explanation and demonstrates the key role played by Stalin's economic advisors.

The so-called 'Varga Institute', a 'think tank' led by Evgenii Varga, developed a unique scholarly discourse on the capitalist economy and international politics, based on an amalgam of Marxist economics and, notably, the work of American economist W. E. Mitchell. The institute's scholarship, which suggested the resilience, adaptability and stability of the capitalist economy, created the discursive space within which decisions were made, and influenced Stalin to move increasingly from aggressive strategies towards more cautious international policies. Roh's account, the first comprehensive study of this pivotal group, demonstrates the many complex ways that Soviet foreign policy was created and sheds new light onto the controversial relationship between Soviet academia and the party.

Based on extensive archival research into previously untouched material, Stalin's Economic Advisors is essential reading for all researchers seeking to add nuance to their conception of Stalinist foreign policy, economic thought and politics.

Описание: In the last three decades, Turkey has attempted to build close relationships with Russia, Iran and the Turkic World. As a result, there has been ongoing debate about the extent to which Turkey's international relations axis is shifting eastwards. Ozgur Tufekci argues that Eurasianist ideology has been fundamental to Turkish foreign policy and continues to have influence today. The author first explores the historical roots of Eurasianism in the 19th century, comparing this to Neo-Eurasianism and Pan-Slavism. The Ozal era (1983-1993), the Cem era (1997-2002) and Davutoglu era (since 2003) are then examined to reveal how foreign policy making has been informed by discourses of Eurasianism, and how Eurasianist ideas were implemented through internal and external socio-economic and political factors.

Описание: Both the US and the UK seemed caught off-guard by the uprisings in Libya and Egypt and policymakers had to deal with leaders that switched from being allies to "pariahs." This collection of essays, written by leading scholars, examines the evolution of British and American perceptions of "adversaries" in the Middle East since the Cold War. It traces the evolution of how leaders have been perceived, what determined such perceptions, and how they can change over time. It shows that in many cases the beliefs held by policymakers have influenced their policies and the way they adapted during crisis. Each essay focuses on a Middle East leader, such as Nasser, Assad, Hussein, or Ahmadinejad, discussing what these leaders' objectives were perceived to be, the assessments of their willingness to take risks or negotiate, and how such assessments changed overtime and were evaluated in retrospect. This groundbreaking contribution to the literature on leadership attitudes and perceptions in policymaking toward the Middle East will appeal to anyone studying foreign policy, Middle East politics and political psychology.

Описание:

Starting with 1809, Sweden’s ‘year zero’ and a period of deep national trauma, this book studies the relationship between Sweden and its environment, and foreign policy and overlapping security and defence policies. The book displays the pattern to Swedish foreign policy behavior, at times solidarity and involvement, at times disengagement and isolation, depending on the actions of larger powers in the neighbourhood. The author examines Sweden’s independence from, dependence on, orientation towards, and then acquiescence in Europe, and the release of a ‘revolution’ in Swedish foreign policy from the early 1990s. The author also studies a process of steady Swedish Europeanization and the emergence of a post-neutral stance. The book’s endpoint is the European Parliamentary election 2019, which resulted in a stemming of the populist tide in Sweden which had grown from disconnection between a Europe-reluctant electorate and Europe-enthusiastic politicians. The book also looks towards Swedish policy ambitions and prospects for the 2020s and continuation of the ‘revolution’.

Описание: England in the Age of Palmerston had two players of colossal influence on the world stage: Lord Palmerston himself - the dominant figure in foreign affairs in the mid-nineteenth century - and The Times - the first global newspaper, read avidly by statesmen around the world. Palmerston was also one of the first real media-manipulating politicians of the modern age, forging close links with a number of publications to create the so-called 'Palmerston press'. His relationship with The Times was more turbulent, a prolonged and bitter rivalry preceding eventual rapprochement during the Crimean War. In this book, Laurence Fenton explores the highly charged rivalry between these two titans of the mid-Victorian era, revealing the personal and political differences at the heart of an antagonism that stretched over the course of three decades. Fenton focuses on the years from 1830 to 1865, when Palmerston was British Foreign Secretary and Prime Minister for a combined total of almost twenty-five years, and when The Times, under the editorship of first Thomas Barnes and then John Delane, reached the zenith of its success. It was a period during which public interest in foreign affairs grew immeasurably, encompassing the tumultuous 'Year of Revolutions', the famous 'Don Pacifico' debate and the Crimean War. Palmerston and The Times adds significantly to the understanding of the life and career of Lord Palmerston, in particular the relationship he enjoyed with the press and public opinion that was so vital to his incredibly long and multifaceted political career. It also brings to light the remarkable men behind the success of The Times, paying fair tribute to their abilities while at the same time warning against the long-standing view of The Times as a paragon of newspaper independence in this era. It will be essential reading for researchers of Victorian history and for anyone interested in the tumultuous relationship between politics and the press.
