In a new, revised edition of his acclaimed book, Olivier Roy examines the political development of central Asia, from Russian conquests to the "War on Terror" and beyond. During the anti-Gorbachev coup in August 1991, most communist leaders from Soviet central Asia backed the plotters. Within weeks of the coup's collapse, those same leaders--now transformed into ardent nationalists -- proclaimed the independence of their nations, adopted new flags and new slogans, and discovered a new patriotism. How were these new nations built among peoples without any traditional nationalist heritage and no history of independent governance? Roy argues that Soviet practice had always been to build on local institutions and promote local elites, and that Soviet administration--as opposed to Soviet rhetoric--was always surprisingly decentralized in the farflung corners of the empire. Thus, with home-grown political leaders and administrative institutions, national identities in central Asia emerged almost by stealth. Roy's analysis of the new states in central Asia--Kazakhstan, Turkmenistan, Uzbekistan, Tadjikstan, Kirghizstan and Azerbaijan--provides a glimpse of the future of an increasingly fragmented and dangerous region.

Описание: Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. Case studies draw on archival research and oral history to explore the workings—and unintended consequences—of policies aimed at sedentarizing, collectivizing and resettling populations as a means to fix and territorialize space. The book also examines ethnographic studies attuned to the role of movement in sustaining social life, from Soviet-era trade networks that linked rural Central Asia and the Russian metropolis, to pilgrimage routes through which ‘kazakhness’ is articulated, to the contemporary moralization of migration abroad in search of work. Rather than analysing ‘flows’ as abstract processes, the book enquires about effortful activity, material infrastructures, political relations and social habits through which people, ideas, knowledge, skills and material objects move or are prevented from moving. As such, it offers new insights into the complex intersections of movement, power and place in this important region over the last two centuries. This book was originally published as a special issue of Central Asian Survey.
State failure is a central challenge to international peace and security in the post-Cold War era. Yet theorizing on the causes of state failure remains surprisingly limited. In State Erosion, Lawrence P. Markowitz draws on his extensive fieldwork in two Central Asian republics—Tajikistan, where state institutions fragmented into a five-year civil war from 1992 through 1997, and Uzbekistan, which constructed one of the largest state security apparatuses in post-Soviet Eurasia—to advance a theory of state failure focused on unlootable resources, rent seeking, and unruly elites. In Tajikistan, Uzbekistan, and other countries with low capital mobility—where resources cannot be extracted, concealed, or transported to market without state intervention—local elites may control resources, but they depend on patrons to convert their resources into rents. Markowitz argues that different rent-seeking opportunities either promote the cooptation of local elites to the regime or incite competition over rents, which in turn lead to either cohesion or fragmentation. Markowitz distinguishes between weak states and failed states, challenges the assumption that state failure in a country begins at the center and radiates outward, and expands the "resource curse" argument to include cash crop economies, where mechanisms of state failure differ from those involved in fossil fuels and minerals. Broadening his argument to weak states in the Middle East (Syria and Lebanon) and Africa (Zimbabwe and Somalia), Markowitz shows how the distinct patterns of state failure in weak states with immobile capital can inform our understanding of regime change, ethnic violence, and security sector reform.
