Описание:

Providing for National Security: A Comparative Analysis argues that the provision of national security has changed in the 21st century as a result of a variety of different pressures and threats. In this timely volume experts from both the academic and policy worlds present 13 different country case studies drawn from across the globe—including established and newer states, large and smaller states, those on the rise and those in apparent decline—to identify what these key players consider to be their national security priorities, how they go about providing national security, how they manage national security, and what role they see for their armed forces now and in the future. The book concludes that relative standing and the balance of power remains important to each state, and that all see an important role for armed forces in the future.

Описание:

While, over the last 30 years, the global economy's center of gravity has shifted to East Asia, the region has remained surprisingly free of interstate military conflict. Yet this era of peace and growth has been punctuated by periodic reminders of enduring security problems in the region—from China's military modernization, to unresolved territorial disputes, to persistent tensions on the Korean peninsula.

This volume is one of the first to treat these issues of economics and security as interconnected rather than separate. Its authors—leading scholars from the U.S. and China—shed new light on this important nexus by applying insights from a rich variety of approaches to explore and explain the dynamics of a region whose importance for students of both international political economy and international security has grown dramatically. They show that both economic and security 'fundamentals' matter if one is to understand the reasons for, and evaluate the durability of, East Asia's recent peace and prosperity.

Описание: Military alliances provide constraints and opportunities for states seeking to advance their interests around the globe. War, from the Western perspective, is not a solitary endeavor. Partnerships of all types serve as a foundation for the projection of power and the employment of force. These relationships among states provide the foundation upon which hegemony is built.
Waging War argues that these institutions of interstate violence—not just the technology, capability, and level of professionalism and training of armed forces—serve as ready mechanisms to employ force. However, these institutions are not always well designed, and do not always augment fighting effectiveness as they could. They sometimes serve as drags on state capacity. At the same time, the net benefit of having this web of partnerships, agreements, and alliances is remarkable. It makes rapid response to crisis possible, and facilitates countering threats wherever they emerge. This book lays out which institutional arrangements lubricate states' abilities to advance their agendas and prevail in wartime, and which components of institutional arrangements undermine effectiveness and cohesion, and increase costs to states. Patricia Weitsman outlines what she calls a realist institutionalist agenda: one that understands institutions as conduits of capability. She demonstrates and tests the argument in five empirical chapters, examining the cases of the first Gulf War, Kosovo, Afghanistan, Iraq, and Libya. Each case has distinct lessons as well as important generalizations for contemporary multilateral warfighting.

Описание:

Following the 9/11 attacks, a war against al Qaeda by the U.S. and its liberal democratic allies was next to inevitable. But what kind of war would it be, how would it be fought, for how long, and what would it cost in lives and money? None of this was known at the time. What came to be known was that the old ways of war must change--but how?

Now, with over a decade of political decision-making and warfighting to analyze, How 9/11 Changed Our Ways of War addresses that question. In particular it assesses how well those ways of war, adapted to fight terrorism, affect our military capacity to protect and sustain liberal democratic values.

The book pursues three themes: what shaped the strategic choice to go to war; what force was used to wage the war; and what resources were needed to carry on the fight? In each case, military effectiveness required new and strict limits on the justification, use, and support of force. How to identify and observe these limits is a matter debated by the various contributors. Their debate raises questions about waging future wars--including how to defend against and control the use of drones, cyber warfare, and targeted assassinations. The contributors include historians, political scientists, and sociologists; both academics and practitioners.
