Описание: Reforms spurred by accession to the European Union (EU) boosted productivity and integrated Romania into the EU economic space. Gross domestic product per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016. Today, over 70 percent of the country's exports go to the EU, and their technological complexity is increasing rapidly. Yet, Romania remains the country in the EU with by far the largest share of poor people, with over a quarter of the population living on less than $5.50 a day. There are widening disparities in economic opportunity and poverty across regions and between urban and rural areas. Although Bucharest has already exceeded the EU average income per capita, and many secondary cities are becoming hubs of prosperity and innovation, Romania remains one of the least urbanized countries in the EU. Access to public services remains constrained for many citizens, particularly in rural areas, and there is a large infrastructure gap, which is a drag on the international competitiveness of the more dynamic areas of Romania while limiting economic opportunities in lagging and rural areas. Growth is constrained by weak commitment to policy implementation, creating a poor business environment and misallocation of resources to politically connected firms. Equal opportunities are constrained by weak local service delivery and an inability to ensure sufficient local funding due to patronage-based politics. And resilience to natural disasters and climate change is constrained by lack of coordination between central and local authorities. As argued in this report, Romania has no choice but to address these institutional challenges if it is to sustain the impressive growth performance of recent years, share prosperity among all of its citizens, and improve its resilience to natural hazards.

Yet spurring growth without ensuring equity will thwart efforts to reduce poverty and improve access to health, education, and infrastructure services. Countries must make strategic investments and farsighted policy changes that acknowledge natural resource constraints and enable the world's poorest and most vulnerable to benefit from efficient, clean, and resilient growth. Like other forms of capital, natural assets are limited and require accounting, investment, and maintenance in order to be properly harnessed and deployed. By maximizing co-benefits and avoiding lock-in, by promoting smarter decisions in industry and society, and by developing innovative financing tools for green investment, we can afford to do the things we must.|<p> The poor health of today's roads--a subject close to the hearts of motorists, taxpayers, and government treasurers around the world--has resulted from faulty incentives that misdirect government decision-makers, according to the contributors to <i>Street Smart</i>. During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time. <i>Street Smart</i> examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States. Contemporary examples are provided of road pricing, privatizing, and contracting out are evident in environs as diverse as Singapore, Southern California, and Scandinavia, and cities as different as Bergen, Norway, and London, England. Finally, several chapters examine strategies for implementing privatization. The principles governing providing scarce resources in free societies are well known. We apply them to such necessities as energy, food, and water so why not to "road space"? The main obstacle to private, or semi-private, ownership of roads is likely to remain the reluctance of the political class to give up a lucrative source of power and influence. Описание: In the first decade of the 21st century, the Middle East and North Africa (MENA) region registered relatively rapid economic growth, extreme poverty rates declined and inequality as measured by the GINI coefficient was lower than the average for middle-income countries and, in most cases, declining. Yet, starting in 2010, the region had revolutions in four countries--Tunisia, Egypt, Libya and Yemen--and widespread protests in several others. This book attempts to shed light on these paradoxical and tumultuous events by focusing on four countries, Tunisia, Egypt, Lebanon and Jordan. Based on the Systematic Country Diagnostics (SCD)--an analysis of the constraints to inclusive growth--for these countries, the volume shows first that lurking behind the achievements up to 2010 were serious economic and social problems. Growth, while high, was volatile. Although childhood diseases had been eliminated and everyone went to school, the quality of public education and health services was extremely low. And while inequality may have been low, the MENA region had the highest unemployment rate in the world, with rates for young people and women double the average. The middle class in particular were suffering from the lack of formal-sector jobs. But the SCDs of the four countries reveal that these factors were only the proximate causes of the discontent and unrest in the Arab world. Underlying them was a failure of governance that manifested itself in different ways in the four countries.
