In Union Voices, the result of a thirteen-year research project, three industrial relations scholars evaluate how labor unions fared in the political and institutional context created by Great Britain's New Labour government, which was in power from 1997 to 2010. Drawing on extensive empirical evidence, Melanie Simms, Jane Holgate, and Edmund Heery present a multilevel analysis of what organizing means in the UK, how it emerged, and what its impact has been.

Although the supportive legislation of the New Labour government led to considerable optimism in the late 1990s about the prospects for renewal, Simms, Holgate, and Heery argue that despite considerable evidence of investment, new practices, and innovation, UK unions have largely failed to see any significant change in their membership and influence. The authors argue that this is because of the wider context within which organizing activity takes place and also reflects the fundamental tensions within these initiatives. Even without evidence of any significant growth in labor influence across UK society more broadly, organizing campaigns have given many of the participants an opportunity to grow and flourish. The book presents their experiences and uses them to show how their personal commitment to organizing and trade unionism can sometimes be undermined by the tensions and tactics used during campaigns.

Doing Good examines these issues as they play out in the microcosm of a community health center in North Carolina that previously had served mostly African American clients but now serves predominantly Latina/o clients. Drawing on eighteen months of experience as a participant- observer in the clinic and in-depth interviews with clinic staff at all levels, Natalia Deeb-Sossa provides an informative and fascinating view of how changing demographics are profoundly affecting the new social order.

Deeb-Sossa argues persuasively that "moral identities" have been constructed by clinic staff. The high-status staff--nearly all of whom are white--see themselves as heroic workers. Mid- and lower-status Latina staff feel like they are guardians of people who are especially needy and deserving of protection. In contrast, the moral identity of African American staffers had previously been established in response to serving "their people." Their response to the evolving clientele has been to create a self-image of superiority by characterizing Latina/o clients as "immoral," "lazy," "working the system," having no regard for rules or discipline, and being irresponsible parents.

All of the health-care workers want to be seen as "doing good." But they fail to see how, in constructing and maintaining their own moral identity in response to their personal views and stereotypes, they have come to treat each other and their clients in ways that contradict their ideals.

Although education quality has acquired high priority in the past few decades, the multiplicity of conceptualizations of quality also reflects the concerns and foci of multiple stakeholders. Coming to an understanding of quality education involves careful analysis of the context from which any particular reform or program emerges and of the continuing struggle to define and achieve it. Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations?This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas. A partir d’archives et d’entretiens, ce livre en etudie les enjeux, les modalites, les adaptations renouvelees, les limites. Il observe les continuites et les evolutions entre les deux temps, et, sous l’angle culturel, apprehende la complexite d’une entree en guerre froide. Dans la fin des annees 1930, l’affirmation culturelle est ambitieuse, multiforme, face aux avancees de l’Allemagne nazie et de l’Italie fasciste ; elle connait des inflexions apres « Munich », en particulier une symbiose entre « culture » et « information ».
