Описание: Liberia is making great strides to recover from its recent era of conflict and reestablish itself as a global competitor. Central to Liberia’s economic growth is its rich endowment of natural resource such as iron ore and rubber. Liberia’s natural resources have defined, in large part, the country’s engagement with the private sector. However, the Government of Liberia is now exploring new ways to partner with the private sector with the objective of growing the economy. One method is by developing public-private partnerships (PPPs) in core infrastructure and social services. This Study examines Liberia’s experience with PPPs to date, as well as its experience with natural resource concessions, and builds on the lessons learned to map out a way forward. The Study looks in depth at the legal and policy enabling environment for PPPs to uncover areas that require strengthening. Likewise, the Study analyzes existing PPPs and natural resource concessions in Liberia to tease out the most pressing obstacles to future PPP investment. This culminates with a review of possible PPP transactions that could be supported in Liberia’s next phase of recovery and growth.

Описание: Public-private partnerships (PPPs) are long-term contracts between a private party and a government agency that strive to provide a public asset or service in which the private party bears both some risk and some management responsibility. If implemented well, PPPs can help overcome inadequate infrastructure that constrains economic growth, particularly in developing countries. The use of PPPs has increased in the last two decades; they are now used in more than 134 developing countries, contributing about 15-20 percent of total infrastructure investment. The World Bank Group has expanded its support to PPPs through a wide range of instruments and services. During the last 10 years, its support has increased about threefold, to nearly $3 billion per year. The Independent Evaluation Group (IEG) assesses how effective the World Bank Group has been in helping countries use PPPs. In the evaluation, IEG examines the relevance of Bank Group support, how successful projects were, how the Bank Group coordinated support among its business lines (support to the public sector versus the private sector), and how it compares with the experience of other multilateral development banks with PPP support. IEG distills lessons to apply to the Bank Group's support of PPPs. Finally, IEG presents six recommendations that apply to both the organizational and the operational aspects of this work.

Before the interstates, Main Street America was the small town's commercial spine and served as the linchpin for community social solidarity. Yet, during the past three decades, a series of economic downturns has left many of the great small cities barely viable. American Hometown Renewal is the first book to combine administrative, budgetary, and economic analysis to examine the economic and fiscal plight currently facing America's small towns. Featuring a blend of theory, applications, and case studies, it provides a comprehensive, single-source textbook covering the key issues facing small town officials in today's uncertain economy.
Written by a former public manager, university professor, and consultant to numerous small towns in the Heartland, this book demonstrates the ways in which contemporary small towns throughout the nation are facing economic challenges brought about by the financial shocks that began in 2008. Each chapter explores a theme related to small town revival and provides a related tool or technique to enable small town officials to meet the challenges of the 21st Century. Encouraging local small town officials to look at the economic orbit of communities in a similar manner as a town's budget or a family's personal wealth, examining its specific competitive advantages in terms of relative assets to those of competing communities, this book provides the reader with step-by-step instructions on how to conduct an asset inventory and apply key asset tools to devise a strategy for overcoming the challenges and constraints imposed upon spatially-fixed communities. American Hometown Renewal is an essential primer for students studying city management, economic community development, and city planning, and will be a trusted handbook for city managers, geographers, city planners, urban or rural sociologists, political scientists, and regional microeconomists.

Описание: This book studies the evolution of dam-induced resettlement policy in China, based on extensive fieldwork conducted in Yunnan province. It shows that local governments are caught in a double bind, facing strong top-down pressures in, while simultaneously having to handle growing social pressure from communities affected by resettlement policies.
Past studies on the Chinese state point towards the inherent adaptability, effectiveness and overall stability of authoritarian rule in China. The key question addressed here is how this adaptive capacity plays out at the local level in China, clarifying the extent to which local state actors are able to shape local processes of policy implementation.
This book studies the evolution of dam-induced resettlement policy in China, based on extensive fieldwork conducted in Yunnan province. It shows that local governments at the lowest administrative levels are caught in a double bind, facing strong top-down pressures in the important policy field of hydropower development, while simultaneously having to handle growing social pressure from local communities affected by resettlement policies. In doing so, the book questions the widespread assumption that the observed longevity and resilience of China's authoritarian regime is to a large extent due to the high degree of flexibility that has been granted to local governments in the course of the reform period. The research extends beyond previous analyses of policy implementation by focusing on the state, on society and the ways in which they interact, as well as by examining what happens when policy implementation is interrupted.
Analysing the application of resettlement policies in contemporary China, with a focus on the multiple constraints that Chinese local states face, this book will be of interest to students and scholars of Political Science, Chinese Studies and Sociology.
