Описание: In 1970 the Nixon administration inaugurated a new era in federal Indian policy. No more would the U.S. government seek to deny and displace Native peoples or dismantle Native governments; from now on federal policy would promote "the Indian's sense of autonomy without threatening his sense of community."In The Erotics of Sovereignty, Mark Rifkin offers a telling perspective on what such a policy of self-determination has meant and looks at how contemporary queer Native writers use representations of sensation to challenge official U.S. accounts of Native identity. Rifkin focuses on four Native writers—Qwo-Li Driskill (Cherokee), Deborah Miranda (Esselen), Greg Sarris (Graton Racheria), and Chrystos (Menominee)—approaching their fiction and poetry as forms of political theory. Rifkin shows how the work of these queer or two-spirit Native writers affirms the significance of the erotic as an exercise of individual and community sovereignty. In this way, we come to see how their work contests the homophobic, sexist, and exclusivist policies and attitudes of tribal communities as well as those of the nation-state.

Описание: How queer Native writers use the erotics of lived experience to challenge both federal and tribal notions of "Indianness"
What does it mean to say that Native peoples exist in the present? In Beyond Settler Time Mark Rifkin investigates the dangers of seeking to include Indigenous peoples within settler temporal frameworks. Claims that Native peoples should be recognized as coeval with Euro-Americans, Rifkin argues, implicitly treat dominant non-native ideologies and institutions as the basis for defining time itself. How, though, can Native peoples be understood as dynamic and changing while also not assuming that they belong to a present inherently shared with non-natives? Drawing on physics, phenomenology, queer studies, and postcolonial theory, Rifkin develops the concept of "settler time" to address how Native peoples are both consigned to the past and inserted into the present in ways that normalize non-native histories, geographies, and expectations. Through analysis of various kinds of texts, including government documents, film, fiction, and autobiography, he explores how Native experiences of time exceed and defy such settler impositions. In underscoring the existence of multiple temporalities, Rifkin illustrates how time plays a crucial role in Indigenous peoples’ expressions of sovereignty and struggles for self-determination.

Описание: A collaboration between Native activists, professionals, and scholars, Re-creating the Circle brings a new perspective to the American Indian struggle for self-determination: the returning of Indigenous peoples to sovereignty, self-sufficiency, and harmony so that they may again live well in their own communities while partnering with their neighbors, the nation, and the world for mutual advancement. Given the complexity in realizing American Indian renewal, this project weaves the perspectives of individual contributors into a holistic analysis, providing a broader understanding of political, economic, educational, social, cultural, and psychological initiatives. The authors seek to assist not only in establishing American Indian nations as full partners in American federalism and society, but also in improving the conditions of Indigenous people worldwide, while illuminating the relevance of American Indian tradition for the contemporary world facing an abundance of increasing difficulties.

Описание: Standard narratives of Native American history view the nineteenth century in terms of steadily declining Indigenous sovereignty, from removal of southeastern tribes to the 1887 General Allotment Act. In Crooked Paths to Allotment, C. Joseph Genetin-Pilawa complicates these narratives, focusing on political moments when viable alternatives to federal assimilation policies arose. In these moments, Native American reformers and their white allies challenged coercive practices and offered visions for policies that might have allowed Indigenous nations to adapt at their own pace and on their own terms. Examining the contests over Indian policy from Reconstruction through the Gilded Age, Genetin-Pilawa reveals the contingent state of American settler colonialism. Genetin-Pilawa focuses on reformers and activists, including Tonawanda Seneca Ely S. Parker and Council Fire editor Thomas A. Bland, whose contributions to Indian policy debates have heretofore been underappreciated. He reveals how these men and their allies opposed such policies as forced land allotment, the elimination of traditional cultural practices, mandatory boarding school education for Indian youth, and compulsory participation in the market economy. Although the mainstream supporters of assimilation successfully repressed these efforts, the ideas and policy frameworks they espoused established a tradition of dissent against disruptive colonial governance.

Описание: Although federal Indian policies are largely determined by Congress and the executive branch, it is the commissioner and assistant secretary of Indian Affairs who must implement them. Over the past two centuries, the overarching goals of federal Indian policy have been the social and political integration and assimilation of Native Americans and the extinguishment of aboriginal title to Indian lands. These goals have been woven into policies of emigration, assimilation, acculturation, termination, reservations, and consumerism, shifting under the influence of a changing national moral compass. Indian Affairs commissioners have and continue to hold an enormous power to dictate how these policies affect the fate of Indians and their lands, a power that David H. DeJong shows has been used and misused in different ways through the years. By examining the work of the Indian affairs commissioners and their assistant secretaries, DeJong gives new insight into how federal Indian policy has evolved and been shaped by the social, political, and cultural winds of the day.
