Cuban revolutionary aspirations resonated with Mexican students, journalists, and others alarmed by the violation of constitutional rights and the increasing conservatism of the Porfirio Diaz regime. Finally, Muller follows emigres' return to Cuba after the Spanish-American War, their lives in the new republic ineluctably shaped by their sojourn in Mexico.

Описание: Following the 1808 French invasion of the Iberian Peninsula, an unprecedented political crisis threw the Spanish Monarchy into turmoil. On the Caribbean coast of modern-day Colombia, the important port town of Cartagena rejected Spanish authority, finally declaring independence in 1811. With new leadership that included free people of color, Cartagena welcomed merchants, revolutionaries, and adventurers from Venezuela, the Antilles, the United States, and Europe. Most importantly, independent Cartagena opened its doors to privateers of color from the French Caribbean. Hired mercenaries of the sea, privateers defended Cartagena's claim to sovereignty, attacking Spanish ships and seizing Spanish property, especially near Cuba, and establishing vibrant maritime connections with Haiti.Most of Cartagena's privateers were people of color and descendants of slaves who benefited from the relative freedom and flexibility of life at sea, but also faced kidnapping, enslavement, and brutality. Many came from Haiti and Guadeloupe; some had been directly involved in the Haitian Revolution. While their manpower proved crucial in the early Anti-Spanish struggles, Afro-Caribbean privateers were also perceived as a threat, suspected of holding questionable loyalties, disorderly tendencies, and too strong a commitment to political and social privileges for people of color. Описание: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries' goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the 'infrastructure gap' notion, favoring an approach built on identifying the 'service gap'. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region's electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region--climate change, increased demand and urbanization--that will put increasing pressure on infrastructure and policy makers alike. Improving the region's infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector - in the form of broader government issues--from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

In An Aqueous Territory Ernesto Bassi traces the configuration of a geographic space he calls the transimperial Greater Caribbean between 1760 and 1860. Focusing on the Caribbean coast of New Granada (present-day Colombia), Bassi shows that the region's residents did not live their lives bounded by geopolitical borders. Описание: One out of every five Latin Americans or around 130 million people have never known anything but poverty, subsisting on less than US$4-a-day throughout their lives. These are the regions chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. Left Behind: Chronic Poverty in Latin America and the Caribbean takes a closer look at the region's entrenched poor, who and where they are, and how existing policies need to change in order to effectively assist them. The book shows significant variations of rates of chronic poverty both across and within countries. Within a single country, some regions show incidence rates up to eight times higher than the lowest. Despite the higher rates of chronic poverty in rural areas, chronic poverty is as much an urban as a rural issue. In fact, considering absolute numbers, urban areas in many countries, including Chile, Brazil, Mexico, Colombia and the Dominican Republic, have more chronic poor than rural areas. Undoubtedly the region has come a long way during the decade in terms of poverty reduction, guided by a mix of sustained growth and increased levels in amounts and quality of public spending and programs targeted directly or indirectly to the chronic poor. While improving endowments and the context where the chronic poor live is a necessary condition going forward, the decade's experience suggests that it may not be enough to reach the chronic poor. The book posits that refinements to the existing policy toolkit - as opposed to more programs - may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. Equally important though, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people's mindset and aspirations, which currently undermines the effectiveness of the existing policy efforts.
