O'Rourke's book offers a onestop shop for understanding foreignimposed regime change. Covert Regime Change is an impressive book and required reading for anyone interested in understanding hidden power in world politics. ? Political Science Quarterly
States seldom resort to war to overthrow their adversaries. They are more likely to attempt to covertly change the opposing regime, by assassinating a foreign leader, sponsoring a coup d'état, meddling in a democratic election, or secretly aiding foreign dissident groups.
In Covert Regime Change, Lindsey A. O'Rourke shows us how states really act when trying to overthrow another state. She argues that conventional focus on overt cases misses the basic causes of regime change. O'Rourke provides substantive evidence of types of security interests that drive states to intervene. Offensive operations aim to overthrow a current military rival or break up a rival alliance. Preventive operations seek to stop a state from taking certain actions, such as joining a rival alliance, that may make them a future security threat. Hegemonic operations try to maintain a hierarchical relationship between the intervening state and the target government. Despite the prevalence of covert attempts at regime change, most operations fail to remain covert and spark blowback in unanticipated ways.
Covert Regime Changeassembles an original dataset of all American regime change operations during the Cold War. This fund of information shows the United States was ten times more likely to try covert rather than overt regime change during the Cold War. Her dataset allows O'Rourke to address three foundational questions: What motivates states to attempt foreign regime change? Why do states prefer to conduct these operations covertly rather than overtly? How successful are such missions in achieving their foreign policy goals?

Описание: Explores the evolving role of contractors in the US Intelligence Community, particularly after the Cold War
Draws on declassified documents and exclusive interviews with key stakeholders
Develops a new conceptual framework to analyse intelligence accountability issues
Provides a balanced analysis of intelligence outsourcing based on empirical evidence
In the 21st century, more than any other time, US agencies have relied on contractors to conduct core intelligence functions. This book charts the swell of intelligence outsourcing in the context of American political culture and considers what this means for the relationship between the state, its national security apparatus and accountability within a liberal democracy. Through analysis of a series of case studies, recently declassified documents and exclusive interviews with national security experts in the public and private sectors, the book provides an in-depth and illuminating appraisal of the evolving accountability regime for intelligence contractors.
Britain relied upon secret intelligence operations to rule Mandatory Palestine. Statecraft by Stealth sheds light on a time in history when the murky triad of intelligence, policy, and security supported colonial governance. It emphasizes the role of the Anglo-Zionist partnership, which began during World War I and ended in 1939, when Britain imposed severe limits on Jewish immigration and settlement in Palestine.
Steven Wagner argues that although the British devoted considerable attention to intelligence gathering and analysis, they never managed to solve the basic contradiction of their rule: a dual commitment to democratic self-government and to the Jewish national home through immigration and settlement. As he deftly shows, Britain's experiment in Palestine shed all pretense of civic order during the Palestinian revolt of 1936–41, when the police authority collapsed and was replaced by a security state, created by army staff intelligence. That shift, Wagner concludes, was rooted in Britain's desire to foster closer ties with Saudi Arabia just before the start of World War II, and thus ended its support of Zionist policy.
Statecraft by Stealth takes us behind the scenes of British rule, illuminating the success of the Zionist movement and the failure of the Palestinians to achieve independence. Wagner focuses on four key issues to stake his claim: an examination of the "intelligence state" (per Martin Thomas's classic, Empires of Intelligence), the Arab revolt, the role of the Mufti of Jerusalem, and the origins and consequences of Britain's decision to end its support of Zionism.
Wagner crafts a superb story of espionage and clandestine policy-making, showing how the British pitted individual communities against each other at particular times, and why.
Why did the US intelligence services fail so spectacularly to know about the Soviet Union's nuclear capabilities following World War II? As Vince Houghton, historian and curator of the International Spy Museum in Washington, DC, shows us, that disastrous failure came just a few years after the Manhattan Project's intelligence team had penetrated the Third Reich and knew every detail of the Nazi 's plan for an atomic bomb. What changed and what went wrong?
Houghton's delightful retelling of this fascinating case of American spy ineffectiveness in the then new field of scientific intelligence provides us with a new look at the early years of the Cold War. During that time, scientific intelligence quickly grew to become a significant portion of the CIA budget as it struggled to contend with the incredible advance in weapons and other scientific discoveries immediately after World War II. As The Nuclear Spies shows, the abilities of the Soviet Union's scientists, its research facilities and laboratories, and its educational system became a key consideration for the CIA in assessing the threat level of its most potent foe. Sadly, for the CIA scientific intelligence was extremely difficult to do well. For when the Soviet Union detonated its first atomic bomb in 1949, no one in the American intelligence services saw it coming.

Описание: Globalisation has impacted the world with a seemingly inextricable linkage among all countries on this planet. This publication provides an intelligence analysis of regions and countries from around the world that are specified in the latest National Security Strategy of the United States. These regions and countries are dissected using predominately qualitative analysis techniques, focusing on secondary data sources in order to provide and open a source intelligence look at threats as seen by the United States. Moreover, this book looks at other contemporary intelligence-related issues from other authors as well. The key audience for this book include the seventeen members of the U.S. intelligence community, governments of other countries that share the United States assessment of current threats, nongovernmental organizations (NGOs) looking to provide support abroad, and private sector companies looking to expand their operations overseas.

What is the role of intelligence agencies in strategy and policy? How do policymakers use (or misuse) intelligence estimates? When do intelligence-policy relations work best? How do intelligence-policy failures influence threat assessment, military strategy, and foreign policy? These questions are at the heart of recent national security controversies, including the 9/11 attacks and the war in Iraq. In both cases the relationship between intelligence and policy broke down—with disastrous consequences.
In Fixing the Facts, Joshua Rovner explores the complex interaction between intelligence and policy and shines a spotlight on the problem of politicization. Major episodes in the history of American foreign policy have been closely tied to the manipulation of intelligence estimates. Rovner describes how the Johnson administration dealt with the intelligence community during the Vietnam War; how President Nixon and President Ford politicized estimates on the Soviet Union; and how pressure from the George W. Bush administration contributed to flawed intelligence on Iraq. He also compares the U.S. case with the British experience between 1998 and 2003, and demonstrates that high-profile government inquiries in both countries were fundamentally wrong about what happened before the war.

Is the government too secret or not secret enough? Why is there simultaneously too much government secrecy and a seemingly endless procession of government leaks? The Transparency Fix asserts that we incorrectly assume that government information can be controlled. The same impulse that drives transparency movements also drives secrecy advocates. They all hold the mistaken belief that government information can either be released or kept secure on command.
The Transparency Fix argues for a reformation in our assumptions about secrecy and transparency. The world did not end because Julian Assange, WikiLeaks, and Edward Snowden released classified information. But nor was there a significant political change. "Transparency" has become a buzzword, while secrecy is anathema. Using a variety of real-life examples to examine how government information actually flows, Mark Fenster describes how the legal regime's tenuous control over state information belies both the promise and peril of transparency. He challenges us to confront the implausibility of controlling government information and shows us how the contemporary obsession surrounding transparency and secrecy cannot radically change a state that is defined by so much more than information.
