Описание: Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as in Uzbekistan, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for their livelihoods. The risks of climate change to agriculture in Uzbekistan cannot be effectively dealt with—and the opportunities cannot be effectively exploited—without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and making needed investments in infrastructure, support services and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis, consultation with key stakeholders, particularly farmers and local agricultural experts, and investments in both human and physical capital. The experience of Uzbekistan, highlighted in this work, shows that it is possible to develop a plan to meet these objectives—one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this study is predicated on strong country ownership and participation, and is defined by its emphasis on “win-win” or “no regrets” solutions to the multiple challenges posed by climate change for farmers in Uzbekistan. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions. Reducing The Vulnerability of Uzbekistan's Agricultural Systems to Climate Change: Impact Assessment and Adaptation Options applies this approach to Uzbekistan with the goal of helping the country mainstream climate change adaptation into its agricultural policies, programmes, and investments. The study projects impacts of climate change on agriculture across Uzbekistan’s three agro-ecological areas through forecast variations in temperature and rainfall patterns so crucial to farming. It offers a map for navigating the risks and realising the opportunities, outlined through a series of consultations with local farmers. A detailed explanation of the approach is provided for those who would like to implement similar programmes in other countries of Europe, Central Asia, or anywhere else in the world. This is one of four country studies that were produced under the World Bank’s programme, “Reducing Vulnerability to Climate Change in European and Central Asian Agricultural Systems”. The other countries included in this series are Albania, FYR Macedonia, and Moldova. The results from the four studies are consolidated in the book Looking Beyond the Horizon: How Climate Change Impacts and Adaptation Responses Will Reshape Agriculture in Eastern Europe and Central Asia website.

Описание: Deforestation in tropical rainforest countries is one of the largest contributors to human-induced climate change. Deforestation, especially in the tropics, contributes around 20 per cent of annual global greenhouse gas emissions, and, in the case of Indonesia, amounts to 85 per cent of its annual emissions from human activities. This book provides a comprehensive assessment of the emerging legal and policy frameworks for managing forests as a key means to address climate change. The authors uniquely combine an assessment of the international rules for forestry governance with a detailed assessment of the legal and institutional context of Indonesia; one of the most globally important test case jurisdictions for the effective roll-out of ‘Reduced Emissions from Deforestation and Degradation’ (REDD). Using Indonesia as a key case study, the book explores challenges that heavily forested States face in resource management to address climate mitigation imperatives, such as providing safeguards for local communities and indigenous peoples. This book will be of great relevance to students, scholars and policymakers with an interest in international environmental law, climate change and environment and sustainability studies in general.

In Unearthing Conflict Fabiana Li analyzes the aggressive expansion and modernization of mining in Peru since the 1990s to tease out the dynamics of mining-based protests. Issues of water scarcity and pollution, the loss of farmland, and the degradation of sacred land are especially contentious. She traces the emergence of the conflicts by discussing the smelter-town of La Oroya—where people have lived with toxic emissions for almost a century—before focusing her analysis on the relatively new Yanacocha gold mega-mine. Debates about what kinds of knowledge count as legitimate, Li argues, lie at the core of activist and corporate mining campaigns. Li pushes against the concept of "equivalence"—or methods with which to quantify and compare things such as pollution—to explain how opposing groups interpret environmental regulations, assess a project’s potential impacts, and negotiate monetary compensation for damages. This politics of equivalence is central to these mining controversies, and Li uncovers the mechanisms through which competing parties create knowledge, assign value, arrive at contrasting definitions of pollution, and construct the Peruvian mountains as spaces under constant negotiation.

Описание: For indigenous communities throughout the globe, mining has been a historical forerunner of colonialism, introducing new, and often disruptive, settlement patterns and economic arrangements. Although indigenous communities may benefit from and adapt to the wage labour and training opportunities provided by new mining operations, they are also often left to navigate the complicated process of remediating the long-term ecological changes associated with industrial mining. In this regard, the mining often inscribes colonialism as a broad set of physical and ecological changes to indigenous lands.
Mining and Communities in Northern Canada examines historical and contemporary social, economic, and environmental impacts of mining on Aboriginal communities in northern Canada. Combining oral history research with intensive archival study, this work juxtaposes the perspectives of government and industry with the perspectives of local communities. The oral history and ethnographic material provides an extremely significant record of local Aboriginal perspectives on histories of mining and development in their regions.

Описание: This book takes both a global as well as a local perspective in assessing the impacts of climate change on the economy, agricultural sector, and households in three of the MENA countries; Syria, Tunisia and Yemen. The major channels of impact for global climate change are through changing world food (and energy) prices, especially since all the countries under analysis are or have become net importers of oil and petroleum products and many food commodities in recent years. The impacts of local climate change decrease crop yields in the longer run and through them, productivity in the agricultural sector and all the implications this may have on both, the livelihoods of those dependent on the sector as well as the rest of the economy. The analysis also covered what happens when both global and local climate changes work simultaneously for each country.

Findings show that in all three countries the effects of climate change are negative for people and the economy—GDP falls and livelihoods suffer. Furthermore, the prevalence of extreme variations in climate—such as the droughts affecting Syria and the floods impacting Yemen—draws attention to the potentially significant drawbacks that are likely to not only affect any strides towards economic growth and development, but may also reverse such strides if appropriate policies are not in place to weather this storm. The analyses in this book apply CGE models.
