Описание: Women are significantly underrepresented in politics in the Pacific Islands, given that only one in twenty Pacific parliamentarians are female, compared to one in five globally. A common, but controversial, method of increasing the number of women in politics is the use of gender quotas, or measures designed to ensure a minimum level of women’s representation. In those cases where quotas have been effective, they have managed to change the face of power in previously male-dominated political spheres. How do political actors in the Pacific islands region make sense of the success (or failure) of parliamentary gender quota campaigns? To answer the question, Kerryn Baker explores the workings of four campaigns in the region. In Samoa, the campaign culminated in a “safety net” quota to guarantee a minimum level of representation, set at five female members of Parliament. In Papua New Guinea, between 2007 and 2012 there were successive campaigns for nominated and reserved seats in parliament, without success, although the constitution was amended in 2011 to allow for the possibility of reserved seats for women. In post-conflict Bougainville, women campaigned for reserved seats during the constitution-making process and eventually won three reserved seats in the House of Representatives, as well as one reserved ministerial position. Finally, in the French Pacific territories of New Caledonia, French Polynesia, and Wallis and Futuna, Baker finds that there were campaigns both for and against the implementation of the so-called “parity laws.” Baker argues that the meanings of success in quota campaigns, and related notions of gender and representation, are interpreted by actors through drawing on different traditions, and renegotiating and redefining them according to their goals, pressures, and dilemmas. Broadening the definition of success thus is a key to an understanding of realities of quota campaigns. Pacific Women in Politics is a pathbreaking work that offers an original contribution to gender relations within the Pacific and to contemporary Pacific politics.

Описание: After successfully agitating for the vote for women from the 1890s, Protestant women's organisations in Australia began to educate women at a grassroots level on effective ways of applying political pressure on a wide range of topics and social concerns. Positioning their organisations as non-party-political and separate from more overtly feminist groups, the Woman's Christian Temperance Union (WCTU); the Young Women's Christian Association (YWCA) and the Mothers' Union attracted women who were keen to work for change, and who were seeking to 'save' the individual as well as the greater society. These three organisations sought to agitate on a wide range of issues related to girls and women, connecting with public anxieties and highlighting particular vulnerabilities of girls and young women who lived alone in the city and had the potential to be exploited in the workforce. By the 1920s and 1930s these women's groups noted with concern the easier access to divorce and birth control in the Soviet Union and the growing influence of both Communism and 'Hitlerism' in galvanising young people. Agitate, Educate, Organise, Legislate explores the colourful debates and anxieties that were prevalent from the 1890s to the 1930s and the responses of the key women's organisations whose leadership and campaigns acknowledged that;outside of parliament and party politics?women's connection to political matters could be both innovative and socially influential.

Making Micronesia: A Political Biography of Tosiwo Nakayama

Описание: Making Micronesia is the story of Tosiwo Nakayama, the first president of the Federated States of Micronesia (FSM). Born to a Japanese father and an island woman in 1931 on an atoll northwest of the main Chuuk Lagoon group, Nakayama grew up during Japan’s colonial administration of greater Micronesia and later proved adept at adjusting to life in post-war Chuuk and under the American-administered Trust Territory of the Pacific Islands. After studying at the University of Hawai‘i, Nakayama returned to Chuuk in 1958 and quickly advanced through a series of administrative positions before winning election to the House of Delegates (later Senate) of the Congress of Micronesia. He served as its president from 1965 to1967 and again from 1973 to 1978. More than any other individual, Nakayama is credited with managing the complex political discussions on Saipan in 1975 that resulted in a national constitution for the different Micronesian states that made up the Trust Territory. A proponent of independence, he was a key player in the lengthy negotiations with the U.S. government and throughout the islands that culminated in the Compact of Free Association and the eventual creation of the FSM. In 1979 Nakayama was elected the first president of the FSM and spent the next eight years working to solidify an island nation and to see the Compact of Free Association through to approval and implementation. One wonders what the contemporary political configuration of the western Pacific would look like without Tosiwo Nakayama. His story, however, involves much more than a narrative of political events. Nakayama’s rise to prominence constitutes a remarkable story given the physical, political, and cultural distances he negotiated. His engagements with colonialism, decolonization, and nation-making place him squarely in the middle of the most important issues in twentieth-century Pacific Islands history. The study of his life also invites a reconsideration of migration, transnational crossings, and the actual size of island worlds. Making Micronesia follows Nakayama’s life through time, focusing on the expansiveness of his vision. In many ways, “Macronesia,” not “Micronesia,” seems a more appropriate term for the world he inhabited and tried to make accessible to others.

Описание: What was it like to be involved in the heady days of second wave feminism in Australia, when the role of women at home and at work changed decisively? Iola Mathews was one of the founders of the Womens Electoral Lobby, a journalist at The Age, and later a leading ACTU advocate for women workers during the Accord with the Hawke-Keating Government. She was one of the first generation of women trying to have it all with a career and children. In this honest and revealing memoir, she takes us inside the day-to-day groundwork required to bring about reforms in areas like affirmative action, equal pay, superannuation, childcare, parental leave and work-family issues. This is an important record of a pivotal time for women in Australias history. Iola brings wisdom and experience to it, reflecting on where we are today, with suggestions for further reform. Its a vital source for policy makers and all those interested in women, work and families.
