The authors then draw on case studies and other material to determine whether MTEFs should be a common element of public financial management systems given differences in country circumstances. Guidance is also provided on the design and implementation of MTEFs in the context of broader public financial management systems reform. This volume will be of interest to multilateral and bilateral providers of technical assistance in the public financial management area, and to country authorities seeking to introduce or strengthen MTEFs.|This study shows how power was constructed, enacted, and contested by discursive and non-discursive strategies and practices. The authors' point of departure is that institutions are primarily conflict-solving entities guiding individual and social behaviour, and that they set out to be much more than rules of the game: institutions do (and should) evolve and are eventually redesigned to meet human necessities. In light of the pending socioeconomic challenges in most of Latin America, institutional designers are confronted with the fact that nothing inherent within the institutions guarantees that conflict is processed in ways that tackle distributive and ethnic inequalities.
The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than 'traditional' western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called 'emerging' donors to gain soft power in the international sphere by improving their image and global influence.
Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil. The book first analyzes the economic effects of high and volatile prices on oil-importing countries, with emphasis on power sector experience in Latin America and the Caribbean. Second, it proposes complementary measures that can be applied using a multi-horizon strategy. To manage price risk, various physical and financial hedging tools are available to governments of oil-importing countries. To reduce oil dependence over the longer term, the book proposes implementing three structural measures: a more diversified electricity generation matrix, better energy efficiency in electricity production and use, and regional integration with more diversified power systems. Finally, the book quantifies some of the macro- and micro-level benefits that could result from implementing these measures. In the subregions examined, significant savings in the cost of fuel purchases-up to 5 percent of gross domestic product-could accrue to heavily oil-dependent countries. The aggregate effect would not only be a reduction in energy expenditures. It would mean less vulnerability to the impact of high and volatile oil prices. While much of the book s analysis refers to Central America and the Caribbean, the underlying principles of the policy recommendations can be applied to any oil-importing country seeking to mitigate vulnerability to high and volatile oil prices."
