Описание: The New York House of Refuge, the first institution in America to deal with the juvenile delinquent as a special problem, opened its doors in 1825. Deeply concerned with the plight of the thousands of children who roamed the New York City streets, many of them becoming professional criminals, a volunteer group called the Society for the Reformation of Juvenile Delinquents, founded the institution to rehabilitate deviant adolescents. This is the story of the critical early years of juvenile reform, which soon became a national movement.Current reform concepts are discussed in the Introduction and related to their seventeenth century origins, thus setting the stage for the 1825 world scene that gave rise to the Refuge idea. The following chapters trace events from their European background through the first administration of the House of Refuge, relating Refuge history to the changing character of penal institutions. No one knew how to turn delinquents into virtuous, industrious citizens. Trial and error approaches to solving the problem were often thwarted by the founders themselves, but some methods did prove successful. The personalities of the institutions administrators and of their youthful charges come to life through diary and journal accounts kept by the leading characters in this description of one historic attempt at taming of the deviant.The House of Refuge finally closed in 1935, replaced by other institutions, but, as the author points out, problems remain today. The epilogue provides a broad sketch of the importance of the House of Refuge to current reform developments and present-day problems of juvenile delinquency. Extensive documentary information and occasional sidelights on the historical events under discussion can be found in the notes. Five tables present a sampling of 500 inmates of the House of Refuge, analyzed by ethnic origins, living arrangements, and family composition.

Amidst this ferment, the ""Wisconsin Idea"" was popularizedthe idea that a public university should improve the lives of people beyond the borders of its campus.During his term as governor (19011906), Robert La Follette routinely consulted with University of Wisconsin researchers to devise groundbreaking programs and legislation. Although the Wisconsin Idea is often attributed to a 1904 speech by Charles Van Hise, then president of the University of Wisconsin, David Hoeveler argues that it originated decades earlier, in the creative and fertile mind of John Bascom.A philosopher, theologian, and sociologist, Bascom (18271922) deeply influenced a generation of students at the University of Wisconsin, including La Follette and Van Hise. Hoeveler documents how Bascom drew concepts from German idealism, liberal Protestantism, and evolutionary theory, transforming them into advocacy for social and political reform. He was a champion of temperance, women's rights, and labor, all of which brought him controversy as president of the university from 1874 to 1887. In a way unmatched by any of his peers at other institutions, Bascom outlined a social gospel that called for an expanded role for state governments and universities as agencies of moral improvement.Hoeveler traces the intellectual history of the Wisconsin Idea from the nineteenth century to such influential Progressive Era thinkers as Richard T. Ely and John R. Commons, who believed university researchers should be a vital source of expertise for government and citizens.

Описание: Ashley Baggett uncovers the voices of abused women who utilized the legal system in New Orleans to address their grievances from the antebellum era to the end of the nineteenth century. Poring over 26,000 records, Baggett analyzes 421 criminal cases involving intimate partner violence – physical or emotional abuse of a partner in a romantic relationship – revealing a significant demand among women, the community, and the courts for reform in the postbellum decades. Before the Civil War, some challenges and limits to the male privilege of chastisement existed, but the gendered power structure and the veil of privacy for families in the courts largely shielded abusers from criminal prosecution. However, the war upended gender expectations and increased female autonomy, leading to the demand for and brief recognition of women’s right to be free from violence. Baggett demonstrates how postbellum decades offered a fleeting opportunity for change before the gender and racial expectations hardened with the rise of Jim Crow. Her findings reveal previously unseen dimensions of women’s lives both inside and outside legal marriage and women’s attempts to renegotiate power in relationships. Highlighting the lived experiences of these women, Baggett tracks how gender, race, and location worked together to define and redefine gender expectations and legal rights. Moreover, she demonstrates recognition of women’s legal personhood as well as differences between northern and southern states’ trajectories in response to intimate partner violence during the nineteenth century.

Описание: From the formation of the first institutions of representative government and the use of slavery in the seventeenth century through the American Revolution, the Civil War, the civil rights movement, and into the twenty-first century, Virginia’s history has been marked by obstacles to democratic change. In The Grandees of Government, Brent Tarter offers an extended commentary based in primary sources on how these undemocratic institutions and ideas arose, and how they were both perpetuated and challenged. Although much literature on American republicanism focuses on the writings of Thomas Jefferson and James Madison, among others, Tarter reveals how their writings were in reality an expression of federalism, not of republican government. Within Virginia, Jefferson, Madison, and others such as John Taylor of Caroline and their contemporaries governed in ways that directly contradicted their statements about representative—and limited— government. Even the democratic rhetoric of the American Revolution worked surprisingly little immediate change in the political practices, institutions, and culture of Virginia. The counterrevolution of the 1880s culminated in the Constitution of 1902 that disfranchised the remainder of African Americans. Virginians who could vote reversed the democratic reforms embodied in the constitutions of 1851, 1864, and 1869, so that the antidemocratic Byrd organization could dominate Virginia’s public life for the first two-thirds of the twentieth century. Offering a thorough reevaluation of the interrelationship between the words and actions of Virginia’s political leaders, The Grandees of Government provides an entirely new interpretation of Virginia’s political history.
