Описание: As David Vine demonstrates, the overseas bases raise geopolitical tensions and provoke widespread antipathy towards the United States. With the U.S. withdrawing from Afghanistan and ending thirteen years of war, there is no better time to re-examine the tenets of our military strategy. Base Nation is an essential contribution to that debate.

Why do pogroms occur in some localities and not in others? Jeffrey S. Kopstein and Jason Wittenberg examine a particularly brutal wave of violence that occurred across hundreds of predominantly Polish and Ukrainian communities in the aftermath of the Nazi invasion of the Soviet Union. The authors note that while some communities erupted in anti-Jewish violence, most others remained quiescent. In fact, fewer than 10 percent of communities saw pogroms in 1941, and most ordinary gentiles never attacked Jews.
Intimate Violence is a novel social-scientific explanation of ethnic violence and the Holocaust. It locates the roots of violence in efforts to maintain Polish and Ukrainian dominance rather than in anti-Semitic hatred or revenge for communism. In doing so, it cuts through painful debates about relative victimhood that are driven more by metaphysical beliefs in Jewish culpability than empirical evidence of perpetrators and victims. Pogroms, they conclude, were difficult to start, and local conditions in most places prevented their outbreak despite a general anti-Semitism and the collapse of the central state. Kopstein and Wittenberg shed new light on the sources of mass ethnic violence and the ways in which such gruesome acts might be avoided.
How did the most powerful nation on earth come to embrace terror as the organizing principle of its security policy? In The Theater of Operations, Joseph Masco locates the origins of the present-day U.S. counterterrorism apparatus in the Cold War's "balance of terror." He shows how, after the attacks of 9/11, the U.S. global War on Terror mobilized a wide range of affective, conceptual, and institutional resources established during the Cold War to enable a new planetary theater of operations. Tracing how specific aspects of emotional management, existential danger, state secrecy, and threat awareness have evolved as core aspects of the American social contract, Masco draws on archival, media, and ethnographic resources to offer a new portrait of American national security culture. Undemocratic and unrelenting, this counterterror state prioritizes speculative practices over facts, and ignores everyday forms of violence across climate, capital, and health in an unprecedented effort to anticipate and eliminate terror threats—real, imagined, and emergent.

Описание: This revelatory history of the elusive National Security Council shows how staffers operating in the shadows have driven foreign policy clandestinely for decades. When Michael Flynn resigned in disgrace as the Trump administration's national security advisor, the New York Times referred to the National Security Council as "the traditional center of management for a president's dealings with an uncertain world." Indeed, no institution or individual in the last seventy years has exerted more influence on the Oval Office or on the nation's wars than the NSC, yet until the explosive Trump presidency, few Americans could even name a member. With key analysis, John Gans traces the NSC's rise from a collection of administrative clerks in 1947 to what one recent commander-in-chief called the president's "personal band of warriors." A former Obama administration speechwriter, Gans weaves extensive archival research with dozens of news-making interviews to reveal the NSC's unmatched power, which has resulted in an escalation of hawkishness and polarization, both in Washington and the nation at large.

Описание: Science diplomacy is becoming an important tool by which states can more effectively promote and secure their foreign policy agendas. Recognising the role science plays at national and international levels and identifying a state’s national diplomatic style can help to construct a ‘national style’ in science diplomacy. In turn, understanding science diplomacy can help one evaluate a state’s potential for global governance and to ad-dress global issues on a systematic scale. By using a Realist framework and by testing proposed hypotheses, this study highlights how different national styles in science di-plomacy affect competition between major powers and their shared responsibility for global problems. This study adds to general understanding of the practice of diplomacy as it intersects with the sciences.
Arms and Influence explores the complex relationship between technology, policymaking, and international norms. Modern technological innovations such as the atomic bomb, armed unmanned aerial vehicles (UAVs), and advanced reconnaissance satellites have fostered debates about the boundaries of international norms and legitimate standards of behavior. These advances allow governments new opportunities for action around the world and have, in turn, prompted a broader effort to redefine international standards in areas such as self-defense, sovereignty, and preemptive strikes.
In this book, Jeffrey S. Lantis develops a new theory of norm change and identifies its stages, including redefinition (involving domestic political deliberations) and constructive norm substitution (in multilateral institutions). He deftly takes some of the most controversial new developments in military technologies and embeds them in international relations theory. The case evidence he presents suggests that periods of change are underway across numerous different issue areas.

Описание: As the confluence of networks that is the modern Internet grows to encompass everything from nuclear reactors to home appliances, the affordances offered to the average citizen grow as well—but so, too, do the resources made available to those with malicious intent. Through the rise of Big Data and the Internet of Things, terrorist organizations today have been freed from geographic and logistical confines and now have more power than ever before to strike the average citizen directly at home. This, coupled with the inherently asymmetrical nature of cyberwarfare—which grants great advantage to the attacker—has created an unprecedented national security risk that both governments and their citizens are woefully ill-prepared to face. The Handbook of Research on Civil Society and National Security in the Era of Cyber Warfare addresses the problem of cyber terrorism head-on, first through a review of current literature, and then through a series of progressive proposals aimed at researchers, professionals, and policymakers.Touching on such subjects as cyber-profiling, hacktivism, and digital counterterrorism, this collection offers the tools to begin formulating a ground-up resiliency to cybersecurity threats that starts at the civilian level.

Описание: Over a long period of time we were receiving demand from different customers and stakeholders requesting our help with analyzing actual levels of IT management practices in their companies and to provide an external, objective look at IT, compare it with other organizations and develop a management summary of our overall findings. While this seems like a straight forward request and is covered by many consulting service providers, we struggled to develop answers to some very simple questions which are crucial to the different management levels from CEO level to IT professionals delivering operational support to the end user. Key questions we were requested to answer: _ How good is our IT? _ How is the quality of our IT evolving? _ How do we compare with other IT departments in similar organizations? _ How do we align the perception of quality between the business and IT? _ Can you compare the quality and costs of our IT? There are many existing assessment approaches based on ISO/IEC, capability models, maturity models, structured surveys as well as there being many different benchmarking approaches that provide detailed analytical outputs. These are typically focused and targeted internally, providing largely internal benefits to a company`s IT organization, looking mostly at the presence of documentation and processes, but none of them providing a comprehensive and straight forward answer to address the simple yet fundamental question asked by management - HOW GOOD IS OUR IT? We believe that a simple question should have a simple answer.
