The same should hold true for a ﬂexible approach on how fund ing can be used in the Community Health Center Program. No one agency or pro am can meet all t e health care needs of our rural communities. Ey do not have all the needed resources to meet their local health care challenge. The only potential solution seems to be for all involved agencies or programs to have the ability to pool their resources. Obviously, if these agencies or programs can have more ﬂexible reimbursement, the easier it would be for them to share in meeting the local community health needs.
