While bankers, not accustomed to public speaking, may approach this new duty with some hesitation, they will soon find in it a charm that will make them want to continue a work which must ultimately prove of inestimable value to the banker's community, and to the country at large, to say nothing of the banking business itself to which many benefits will accrue from a greater general prosperity. Immediately upon receipt of these Talks, the banker should get in touch with the school authorities nearest his bank, and arrange for the date and hour when he is to appear at the school. The local banker should endeavor to arrange with his newspaper for the publication of these Talks as soon as possible after the date set for their release. Priests of Prosperity explores the unsung revolutionary campaign to transform postcommunist central banks from command-economy cash cows into Western-style monetary guardians. Juliet Johnson conducted more than 160 interviews in seventeen countries with central bankers, international assistance providers, policymakers, and private-sector finance professionals over the course of fifteen years. She argues that a powerful transnational central banking community concentrated in Western Europe and North America integrated postcommunist central bankers into its network, shaped their ideas about the role of central banks, and helped them develop modern tools of central banking.
Johnson’s detailed comparative studies of central bank development in Hungary, the Czech Republic, Slovakia, Russia, and Kyrgyzstan take readers from the birth of the campaign in the late 1980s to the challenges faced by central bankers after the global financial crisis. Edward I of England solved the primary problem of acquiring adequate funds with the imposition of a duty on wool and leather and by more frequent direct taxes. To ensure a steady flow of cash to meet his military, administrative, and diplomatic needs Edward developed a special relationship with a company of Italian merchant-bankers, the Societas Riccardorum de Luka.
