Wahrend seine Parteifreunde von der CDU lange an einer stadtischen Universitat festhielten, erkannte Max Adenauer nuchtern, dass es sowohl im Interesse der Stadt als auch der Wettbewerbsfahigkeit der Universitat lag, diese aus der kommunalen Bindung zu losen. Durch eine Revision des Staatsvertrags von 1919 wurde die Universitat zu Koln 1960 zu einer Universitat des Landes Nordrhein-Westfalen.
