Ethnocultural minority immigrant students carry diverse histories and perspectives—which can serve as resources for critical reflection about social conflicts. These students’ identities need to be included in the curriculum so that diversity and conflictual issues can be openly discussed. Immigrant children embody the many issues confronting today’s youth in a global, transnational, and interconnected world. Drawing on in-depth empirical case studies, this book explores the classroom experiences of these children. Varying in social and cultural capital, they contend with social and cultural conflict influenced not only by global politics and familial prejudices, but also by structural exclusion in Western curricula. In democratic peacebuilding education, diverse students express divergent points of view in open, inclusive dialogue. Negotiating their multiple identities, such children develop skills for managing and responding to that conflict, thereby acquiring tools to challenge dominant hegemonic systems of oppression and control later in life. In vivid classroom depictions, the reader learns of many outcomes: Young, quiet, and marginalized voices were heard. Dialogic pedagogies encouraged cooperation among students and strengthened class communities. What is more, the implicit and explicit curricula implemented in these diverse classrooms served to shape how students interpreted democracy in multicultural Canada. The diverse experiences of the young people and teachers in this book illuminate the innermost landscapes of multicultural classrooms, providing deep insight into the social and cultural challenges and opportunities that ethnocultural minority children experience at school.

In The NGO Game Patrice McMahon investigates the unintended outcomes of what she calls the NGO boom in Bosnia and Kosovo. Instead of peace and stability, the embrace of NGOs and the enthusiasm for international peacebuilding turns to disappointment, if not cynicism. For many in the Balkans and other post-conflict environments, NGOs are not an aid to building a lasting peace but are part of the problem because of the turmoil they foster during their life cycles in a given country. Many cease-fires and peace agreements in civil wars are primarily unsuccessful and give way to renewed, and often escalated, violence. Progress is often incremental, in some cases spanning decades. Many peace processes become interminably protracted, lengthy and circular negotiations in which concessions are rare, and even if fragile agreements are reached they stumble at the implementation phase. Given the huge material and human costs of a failed peace process, the consolidation of peace processes and dealing with threats to implementation are crucial areas of scholarship and policy analysis. States are increasingly turning to it for solutions to burgeoning peace and security problems. But are the United Nations and its agencies equipped to tackle the new security challenges in addition to such global issues as drugs, the environment, the oceans, or mass migration. This Book, Obstacles to Peacebuilding, explores the factors that obstruct conflict settlement by focusing on the phenomena of spoilers and spoiling groups and tactics that actively seek to hinder, delay, or undermine conflict settlement through a variety of means and for a variety of motives. The countries that were better off to begin with, institutionally and economically, were better off at the end of nation-building interventions than were those that had greater limitations at the start. Nevertheless, almost all countries were meaningfully better off than when the operations began. Most post-Cold War interventions have been followed by improved security, some democratization, significant economic growth, and modest improvements in human development and government effectiveness. These outcomes have been achieved, in most cases, with only a modest commitment of international military and civilian manpower and economic assistance. The studies in this compilation by the contributors shed light on the process of peacebuilding and its obstacles.

This book is a contribution to the Christian ethics of war and peace. It advances peacebuilding as a needed challenge to and expansion of the traditional framework of just-war theory and pacifism. It builds on a critical reading of historical landmarks from the Bible through Augustine, Aquinas, the Reformers, Christian peace movements, and key modern figures like Dietrich Bonhoeffer, Reinhold Niebuhr, and recent popes. Similar to just-war theory, peacebuilding is committed to social change and social justice but includes some theorists and practitioners who accept the use of force in extreme cases of self-defense or humanitarian intervention. Unlike just-war theorists, they do not see the justification of war as part of the Christian mission. Unlike traditional pacifists, they do see social change as necessary and possible and, as such, requiring Christian participation in public efforts.

Cahill argues that transformative Christian social participation is demanded by the gospel and the example of Jesus, and can produce the avoidance, resolution, or reduction of conflicts. And yet obstacles are significant, and expectations must be realistic. Decisions to use armed force against injustice, even when they meet the criteria of just war, will be ambiguous and tragic from a Christian perspective. Regarding war and peace, the focus of Christian theology, ethics, and practice should not be on justifying war but on practical and hopeful interreligious peacebuilding.
