Photographer Christopher Herwig first noticed the unusual architecture of Soviet-era bus stops during a 2002 long-distance bike ride from London to St. Petersburg. Challenging himself to take one good photograph every hour, Herwig began to notice surprisingly designed bus stops on otherwise deserted stretches of road. Twelve years later, Herwig had covered more than 18,000 miles in 14 countries of the former Soviet Union, traveling by car, bike, bus and taxi to hunt down and document these bus stops. The local bus stop proved to be fertile ground for local artistic experimentation in the Soviet period, and was built seemingly without design restrictions or budgetary concerns. The result is an astonishing variety of styles and types across the region, from the strictest Brutalism to exuberant whimsy. Ultimately, Cameron finds, neither Kazakhstan nor Kazakhs themselves were integrated into the Soviet system in precisely the ways that Moscow had originally hoped. Muslim Women of the Fergana Valley is the first English translation of an important 19th-century Russian text describing everyday life in Uzbek communities. Vladimir and Maria Nalivkin were Russians who settled in a "Sart" village in 1878, in a territory newly conquered by the Russian Empire. During their six years in Nanay, Maria Nalivkina learned the local language, befriended her neighbors, and wrote observations about their lives from birth to death. Together, Maria and Vladimir published this account, which met with great acclaim from Russia's Imperial Geographic Society and among Orientalists internationally. While they recognized that Islam shaped social attitudes, the Nalivkins never relied on common stereotypes about the "plight" of Muslim women. With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created.
Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations.
