When the Bolsheviks seized power in 1917, they set themselves the task of building socialism in the vast landscape of the former Russian Empire, a territory populated by hundreds of different peoples belonging to a multitude of linguistic, religious, and ethnic groups. Before 1917, the Bolsheviks had called for the national self-determination of all peoples and had condemned all forms of colonization as exploitative. After attaining power, however, they began to express concern that it would not be possible for Soviet Russia to survive without the cotton of Turkestan and the oil of the Caucasus. In an effort to reconcile their anti-imperialist position with their desire to hold on to as much territory as possible, the Bolsheviks integrated the national idea into the administrative-territorial structure of the new Soviet state. In Empire of Nations, Francine Hirsch examines the ways in which former imperial ethnographers and local elites provided the Bolsheviks with ethnographic knowledge that shaped the very formation of the new Soviet Union. The ethnographers—who drew inspiration from the Western European colonial context—produced all-union censuses, assisted government commissions charged with delimiting the USSR's internal borders, led expeditions to study "the human being as a productive force," and created ethnographic exhibits about the "Peoples of the USSR." In the 1930s, they would lead the Soviet campaign against Nazi race theories. Hirsch illuminates the pervasive tension between the colonial-economic and ethnographic definitions of Soviet territory; this tension informed Soviet social, economic, and administrative structures. In Children of Rus', Faith Hillis recovers an all but forgotten chapter in the history of the tsarist empire and its southwestern borderlands. The right bank, or west side, of the Dnieper River—which today is located at the heart of the independent state of Ukraine—was one of the Russian empire’s last territorial acquisitions, annexed only in the late eighteenth century. Yet over the course of the long nineteenth century, this newly acquired region nearly a thousand miles from Moscow and St. Petersburg generated a powerful Russian nationalist movement. Claiming to restore the ancient customs of the East Slavs, the southwest’s Russian nationalists sought to empower the ordinary Orthodox residents of the borderlands and to diminish the influence of their non-Orthodox minorities.Right-bank Ukraine would seem unlikely terrain to nourish a Russian nationalist imagination. It was among the empire’s most diverse corners, with few of its residents speaking Russian as their native language or identifying with the culture of the Great Russian interior. Nevertheless, as Hillis shows, by the late nineteenth century, Russian nationalists had established a strong foothold in the southwest’s culture and educated society; in the first decade of the twentieth, they secured a leading role in local mass politics. In Knowledge and the Ends of Empire, Ian W. Campbell investigates the connections between knowledge production and policy formation on the Kazak steppes of the Russian Empire. Hoping to better govern the region, tsarist officials were desperate to obtain reliable information about an unfamiliar environment and population. This thirst for knowledge created opportunities for Kazak intermediaries to represent themselves and their landscape to the tsarist state. Because tsarist officials were uncertain of what the steppe was, and disagreed on what could be made of it, Kazaks were able to be part of these debates, at times influencing the policies that were pursued.Drawing on archival materials from Russia and Kazakhstan and a wide range of nineteenth-century periodicals in Russian and Kazak, Campbell tells a story that highlights the contingencies of and opportunities for cooperation with imperial rule. Kazak intermediaries were at first able to put forward their own idiosyncratic views on whether the steppe was to be Muslim or secular, whether it should be a center of stock-raising or of agriculture, and the extent to which local institutions needed to give way to imperial institutions. It was when the tsarist state was most confident in its knowledge of the steppe that it committed its gravest errors by alienating Kazak intermediaries and placing unbearable stresses on pastoral nomads. From the 1890s on, when the dominant visions in St. Petersburg were of large-scale peasant colonization of the steppe and its transformation into a hearth of sedentary agriculture, the same local knowledge that Kazaks had used to negotiate tsarist rule was transformed into a language of resistance.

The Hungry Steppe examines one of the most heinous crimes of the Stalinist regime, the Kazakh famine of 1930–33. More than 1.5 million people perished in this famine, a quarter of Kazakhstan's population, and the crisis transformed a territory the size of continental Europe. Yet the story of this famine has remained mostly hidden from view. Drawing upon state and Communist party documents, as well as oral history and memoir accounts in Russian and in Kazakh, Sarah Cameron reveals this brutal story and its devastating consequences for Kazakh society.

Through the most violent of means the Kazakh famine created Soviet Kazakhstan, a stable territory with clearly delineated boundaries that was an integral part of the Soviet economic system; and it forged a new Kazakh national identity. But this state-driven modernization project was uneven. Ultimately, Cameron finds, neither Kazakhstan nor Kazakhs themselves were integrated into the Soviet system in precisely the ways that Moscow had originally hoped. The experience of the famine scarred the republic for the remainder of the Soviet era and shaped its transformation into an independent nation in 1991.

Cameron uses her history of the Kazakh famine to overturn several assumptions about violence, modernization, and nation-making under Stalin, highlighting, in particular, the creation of a new Kazakh national identity, and how environmental factors shaped Soviet development. Ultimately, The Hungry Steppe depicts the Soviet regime and its disastrous policies in a new and unusual light.
