Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable.
The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions.
Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. It fills an existing void in ULSG literature on the subject.

Описание: Drawing on an in-depth critical analysis of Madrid`s planning processes over the past century, Michael Neuman highlights a planning cycle in this city from preparation to implementation. He argues that Madrid`s success in creating a positive urban environment is due to the fact that the planners created images as key tools that coordinated planning and urban policy.

Описание: If we assume recession as being the starting point for policy challenges, then we can interpret these economic downturns as opportunities for change and the reshaping of society, landscapes and the latent mechanisms of growth. This book illustrates different aspects of local strategic development introducing a novel interpretation of the intimate relationship between demographic and economic aspects in complex socio-environmental systems. A specific approach investigating the mechanisms of local development, cultural and environmental values within a strategic territorial vision, is proposed. Coming from and appealing to diverse academic backgrounds, our book address paradigmatic visions about regional and urban dynamics, focusing on landscape transformations and socioeconomic disparities.

Описание: Examines the complex ecology of quasi-public and privatized institutions that mobilize and administer many of the political, administrative, and fiscal resources of today’s metropolitan regionsIn recent decades metropolitan regions in the United States have witnessed the rise of multitudes of “shadow governments” that often supersede or replace functions traditionally associated with municipalities and other local governments inherited from the urban past. Shadow governments take many forms, ranging from billion-dollar special authorities that span entire urban regions, to public–private partnerships and special districts created to accomplish particular tasks, to privatized gated communities, to neighborhood organizations empowered to receive private and public funds. They finance and administer public services ranging from the prosaic (garbage collection and water utilities) to the transformative (economic development and infrastructure). Private Metropolis demonstrates that this complex ecosystem of local governance has compromised and even eclipsed democratic processes by moving important policy decisions out of public sight. The quasi-public institutions of urban governance generally escape the budgetary and statutory restraints imposed on traditional local governments and protect policy decisions from the limitations and vagaries of electoral politics. Moving major policy decisions into a privatized and corporatized realm facilitates efficiency and speed, but at the cost of democratic oversight. Increasingly, the urban electorate is left debating symbolic issues only tangentially connected to the actual distribution of the resources that affect people’s lives. The essays in Private Metropolis grapple with the difficult and timely questions that arise from this new ecology of governance: What are the consequences of the proliferation of special authorities, privatized governments, and public–private arrangements? Is the trade-off between democratic accountability and efficiency worth it? Has the public sector, with its messiness and inefficiencies-but also its checks and balances-ceded too much power to these new institutions? By examining such questions, this book provokes a long-overdue debate about the future of urban governance.Contributors: Douglas Cantor, California State U, Long Beach; Ellen Dannin, Pennsylvania State U; Jameson W. Imagining Seattle dives into some of the most pressing and compelling aspects of contemporary urban governance in the United States. Serin D. Houston uses a case study of Seattle to shed light on how ideas about environmentalism, privilege, oppression, and economic growth have become entwined in contemporary discourse and practice in American cities. Seattle has, by all accounts, been hugely successful in cultivating amenities that attract a creative class. But policies aimed at burnishing Seattle’s liberal reputation often unfold in ways that further disadvantage communities of color and the poor, complicating the city’s claims to progressive politics.
Through ethnographic methods and a geographic perspective, Houston explores a range of recent initiatives in Seattle, including the designation of a new cultural district near downtown, the push to charge for disposable shopping bags, and the advent of training about institutional racism for municipal workers. Looking not just at what these policies say but at how they work in practice, she finds that opportunities for social justice, sustainability, and creativity are all constrained by the prevalence of market-oriented thinking and the classism and racism that seep into the architecture of many programs and policies. Houston urges us to consider how values influence actions within urban governance and emphasizes the necessity of developing effective conditions for sustainability, creativity, and social justice in this era of increasing urbanization.

Описание: As Middle Eastern cities weather the second decade of the twenty-first century, they face a number of challenges to their economic resilience, competitiveness, and internal stability. In this uniquely tense realm for the urban public, an understanding of the dynamics of decision-making processes, citizen power, and the rule of law is critical to the direction of policy in the future. In Order and Disorder, Luna Khirfan weaves a cross-national comparison of Amman and Cairo that dissects the many layers and complexities of urban governance. Through case studies on a diverse array of development projects and their associated challenges, the contributors demonstrate how three actors – the state, the market, and civil society – interact with each other within the same urban political space. First, they argue that interplay between the state and civil society reveals the potential of urban majorities and the discords within current participatory planning. She then delves into the neoliberal dynamics between the state and the market, stressing the impact of economic push and pull factors on urban landscapes. The final chapters explain why the market's relationship with civil society oscillates between exclusion and alienation. Throughout the book, Khirfan identifies the role of an authoritarian bargain in governing every one of these interactions. In light of current regional political instability in the Middle East and North Africa, Order and Disorder offers an arena for extrapolating lessons from urban governance to the wider political sphere.

Conflict, Improvisation, Governance presents a carefully crafted and edited collection of first hand accounts of diverse public sector and non-profit urban practitioners facing the practical challenges of "doing democracy" in the global/local context of the interconnected major European city of Amsterdam and its region. The book examines street level democratic processes through the experiences of planning and city governance practitioners in community development, youth work, public service delivery, urban public administration, immigration and multi-cultural social policy. These profiles and case studies show widely shared challenges in global and local urban environments, and new, "bottom-up," democratic and improvisational strategies that community members and public officials alike can use to make more inclusive, democratic cities.
