It is now commonly asserted that climate change will fundamentally change international relations. It has been predicted that global warming will increase conflict within and between states, intensify food insecurity, menace the global trading system and unleash waves of migration. As a result governments are beginning to incorporate these warnings into their foreign policy initiatives. The appropriateness of their incipient responses needs to be examined in finer detail.
This book looks at the impact of climate change on European Union (EU) security policy. It explores how governments are reconfiguring their geo-strategy and broader international relations in the wake of climate change warnings. The book demonstrates that although many aspects of EU foreign policies have begun to change, 'climate security' is not yet accorded unequivocal or sufficient priority. In doing so, Youngs argues that if climate change policies are to have significant effect they can no longer be treated as a separate area of policy but must be incorporated into the more mainstream debates pertinent to EU common foreign and security policy (CFSP).
This book will be of key interest to students, scholars and practitioners of climate change and policy, energy and environmental policy, EU governance and foreign policy, European studies, international relations, geography, security studies/policy and environmental economics.

Описание: This edited volume focuses on the challenge to food security posed by a changing climate, with chapters exemplifying many of the critical issues through empirical studies undertaken in Sub-Saharan Africa and the Caribbean.
Global climate change poses not only environmental hazards but profound risks to planetary peace and stability as well. Climatic Cataclysm gathers experts on climate science, oceanography, history, political science, foreign policy, and national security to take the measure of these risks. The contributors have developed three scenarios of what the future may hold. The expected scenario relies on current scientific models to project the effects of climate change over the next 30 years. The severe scenario, which posits a much stronger climate response to current levels of carbon loading, foresees profound and potentially destabilizing global effects over the next generation or more. Finally, the catastrophic scenario is characterized by a devastating tipping point in the climate system, perhaps 50 or 100 years hence. In this future world, the land-based polar ice sheets have disappeared, global sea levels have risen dramatically, and the existing natural order has been destroyed beyond repair. The contributors analyze the security implications of these scenarios, which at a minimum include increased disease proliferation; tensions caused by large-scale migration; and conflict sparked by resource scarcity, particularly in Africa. They consider what we can learn from the experience of early civilizations confronted with natural disaster, and they ask what the three largest emitters of greenhouse gases--the United States, the European Union, and China--can do to reduce and manage future risks. In the coming decade, the United States faces an ominous set of foreign policy and national security challenges. Global climate change will not only complicate these tasks, but as this sobering study reveals, it may also create new challenges that dwarf those of today. Contributors include Leon Fuerth (George Washington University), Jay Gulledge (Pew Center on Global Climate Change), Alexander T. J. Lennon (Center for Strategic and International Studies), J.R. McNeill (Georgetown University), Derek Mix (Center for Strategic and International Studies), Peter Ogden (Center for American Progress), John Podesta (Center for American Progress), Julianne Smith (Center for Strategic and International Studies), Richard Weitz (Hudson Institute), and R. Описание: As the seriousness of climate change becomes more and more obvious, military institutions are responding by taking a prominent role in the governing of environmental concerns, engaging in “climate change war games,” and preparing for the effects of climate change-from conflicts due to loss of food, water, and energy to the mass migration of millions of people displaced by rising sea levels. This combat-oriented stance stems from a self-destructive pattern of thought that Robert P. Marzec names “environmentality,” an attitude that has been affecting human–environmental relations since the seventeenth century.Militarizing the Environment traces the rise of this influential mindset in America and other nations that threatens to supplant ideas of sustainability with demands for adaptation. In this extensive historical study of scientific, military, political, and economic formations across five centuries, Marzec reveals how environmentality has been instrumental in the development of today’s security society-informing the creation of the military-industrial complex during World War II and the National Security Act that established the CIA during the Cold War.Now embedded in contemporary Western thought, environmentality has even infiltrated scientific thinking-transforming Darwinian insights into a quasi-theology that makes security the biological basis of existence. Marzec exposes the self-destructive nature of this increasingly accepted worldview and offers alternatives that counter the blind alleys of national and global security.

Описание: At the recent UN Climate Change Conferences in Copenhagen, Cancun and Durban, the developed nations promised hundreds of billions of dollars in financial aid to help developing countries overcome global climate change dangers. The developed nations will need to spend many more billions to limit their own greenhouse gas pollution, the main cause of global warming and climate change. Will all this money and effort be wasted? This book argues that nearly all of the world's climate policy makers and expert advisors have been making tragic mistakes that ensure the failures of climate change mitigation attempts. The great majority of climate change programs, from American congressional bills to cap-and-trade economic incentive schemes to the Kyoto Protocol and other international treaties, rely on greenhouse gas emissions-reduction targets that will prove "too little, too late" by deferring strict pollution controls too far into the future. The inadequate emissions-reduction measures also will not be able to bridge the gap between the highest priorities of developed and developing nations. Vast discharges of greenhouse gases authorized by weak emissions-reduction programs in the next several decades virtually guarantee that the cumulative concentration of greenhouse gases in the atmosphere will keep increasing while climate change continues to grow worse.Rather than adopting ineffectual emissions-reduction programs that cannot limit the cumulative concentration of greenhouse gases in the air, this book proposes a shift to a "clean" technology-replacement strategy that could support current lifestyles and expanding economic development without further damaging our climate. The only way to reduce the greenhouse gas levels in the atmosphere enough to decrease climate change hazards is to replace large pollution sources as rapidly as feasible in as many industrial sectors and geographic regions as possible with "clean" alternative technologies, processes, and methods.

Climate change is a cross-cutting, long-term, global problem that presents policymakers with many challenges in their efforts to respond to the issue. Integrating climate policy objectives into the elaboration and agreement of policy measures in other sectors represents one promising method for ensuring coherent policies that respond adequately to the climate change challenge.
This book explores the integration of long-term climate policy objectives into EU energy policy. It engages in-depth empirical analysis on the integration of climate policy objectives into renewable energy policy; energy performance of buildings; and policies in support of natural gas importing infrastructure. The book describes insufficient levels of climate policy integration across these areas to achieve the long-term policy goals. A conceptual framework to find reasons for insufficient integration levels is developed and applied.
This book is a valuable resource for students, researchers, academics and policymakers interested in environmental, climate change and energy policy development in the EU, particularly from the perspective of long-term policy challenges. The book adds to scholarly literature on policy integration and EU integration, and contributes to new and developing research about EU decarbonisation.
