Puerto Rico, Hawai'i, and California share the experiences of conquest and annexation to the United States in the nineteenth century and mass organizational struggles by rural workers in the twentieth. Organized Agriculture and the Labor Movement before the UFW offers a comparative examination of those struggles, which were the era's longest and most protracted campaigns by agricultural workers, supported by organized labor, to establish a collective presence and realize the fruits of democracy.

Dionicio Nodín Valdés examines critical links between the earlier conquests and the later organizing campaigns while he corrects a number of popular misconceptions about agriculture, farmworkers, and organized labor. He shows that agricultural workers have engaged in continuous efforts to gain a place in the institutional life of the nation, that unions succeeded before the United Farm Workers and César Ch?vez, and that the labor movement played a major role in those efforts. He also offers a window into understanding crucial limitations of institutional democracy in the United States, and demonstrates that the widespread lack of participation in the nation's institutions by agricultural workers has not been due to a lack of volition, but rather to employers' continuous efforts to prevent worker empowerment.

Organized Agriculture and the Labor Movement before the UFW demonstrates how employers benefitted not only from power and wealth, but also from imperialism in both its domestic and international manifestations. It also demonstrates how workers at times successfully overcame growers' advantages, although they were ultimately unable to sustain movements and gain a permanent institutional presence in Puerto Rico and California.

In 1900 the manufacture of rubber products in the United States was concentrated in several hundred small plants around New York and Boston that employed low-paid immigrant workers with no intervention from unions. By the mid-1930s, thanks to the automobile and the Depression, production was concentrated in Ohio, the labor force was largely native born and highly paid, and labor organizations had a decisive influence on the industry. Daniel Nelson tells the story of these changes as a case study of union growth against a background of critical developments in twentieth-century economic life.

The author emphasizes the years after 1910, when a crucial distinction arose between big, mass-production rubber producers and those that were smaller and more labor intensive. In the 1930s mass-production workers took the lead in organizing the labor movement, and they dominated the international union, the United Rubber Workers, until the end of the decade. Professor Nelson discusses not only labor's triumph over adversity but also the problems that occurred with union victories: the flight of the industry to low-wage communities in the South and Midwest, internal tensions in the union, and rivalry with the American Federation of Labor. The experiences of the URW in the late 1930s foreshadowed the longer-term challenges that the labor movement has faced in recent decades.

A comparative history of public and private sector unions from the Wagner Act of 1935 until today

The 2011 battle in Wisconsin over public sector employees' collective bargaining rights occasioned the largest protests in the state since the Vietnam War. Protestors occupied the state capitol building for days and staged massive rallies in downtown Madison, receiving international news coverage. Despite an unprecedented effort to oppose Governor Scott Walker's bill, Act 10 was signed into law on March 11, 2011, stripping public sector employees of many of their collective bargaining rights and hobbling government unions in Wisconsin. By situating the events of 2011 within the larger history of public sector unionism, Alexis N. Walker demonstrates how the passage of Act 10 in Wisconsin was not an exceptional moment, but rather the culmination of events that began over eighty years ago with the passage of the Wagner Act in 1935.

Although explicitly about government unions, Walker's book argues that the fates of public and private sector unions are inextricably linked. She contends that the exclusion of public sector employees from the foundation of private sector labor law, the Wagner Act, firmly situated private sector law at the national level, while relegating public sector employees' efforts to gain collective bargaining rights to the state and local levels. She shows how private sector unions benefited tremendously from the national-level protections in the law while, in contrast, public sector employees' efforts progressed slowly, were limited to union-friendly states, and the collective bargaining rights that they finally did obtain were highly unequal and vulnerable to retrenchment. As a result, public and private sector unions peaked at different times, preventing a large, unified labor movement. The legacy of the Wagner Act, according to Walker, is that labor remains geographically concentrated, divided by sector, and hobbled in its efforts to represent working Americans politically in today's era of rising economic inequality.
