A study of agrarian thought in prewar Japan, this bonk concentrates on the developing fissure between official and rural conceptions of nationalism in the late nineteenth and early twentieth centuries. Professor Havens analyzes the response of Japanese farmers and their spokesmen to the pursuit of modernization during the Meiji and Taish periods.

Through a critical examination of writings and speeches of major farm ideologues, including Gond Seiky, Tachibana K zabur, and Kat Kanji, the author examines the ways in which agrarianist theories shaped modern Japanese nationalism and the extent to which rural ideologies triggered political violence in the turbulent 1930s. He then focuses on the romantic rural communalism of the 1920s and 1930s as an example of antigovernment nationalism designed to rescue the Japanese people at large from bureaucracy, capitalism, and urbanization.

Based on extensive research in modern Japanese ideological, political, and economic materials, the study offers new insight into the early twentieth century revolution in nationality sentiments and provides fresh grounds for doubting the state's monopoly on public loyalties during the years immediately preceding Pearl Harbor.

Описание: This report presents the findings of a multi-year FAO study undertaken on over 900 farms in ten different countries that measured, using field data, benefits gained through the use of innovative farming practices designed to boost the resilience of farmers facing natural disasters. It makes the case that disaster risk reduction (DDR) measures in agriculture hold vast potential for improving damage prevention and impact mitigation at the local level, with immediate and palpable benefits to the lives of billions of people. Moreover, the study distinguishes between benefits of DRR practices in hazardous versus non-hazardous situations. This allows for the identification of “no-regret” options, where implementation makes good economic sense even when natural hazards are not at play. Considering the high uncertainty of future climate change and the occurrence of natural hazards, there is a compelling case for identifying no-regret options for disaster risk reduction on farms. The study ultimately contributes to the internationally agreed priority of enhancing the resilience of the planet’s most vulnerable communities to natural hazard-related disasters, and specifically to Priority 3 of the Sendai Framework. It creates a sound evidence base for stepping up investment in disaster risk reduction in the agriculture sector, as opposed to exclusively investing in disaster response, highlighting the critical importance of local action for achieving the 2030 Sustainable Development Agenda.

In 1975, after vigorous campaigning by the United Farm Workers union, the state of California passed the Agricultural Labor Relations Act (ALRA), a pioneering self-help strategy granting farm workers the right to organize into unions. A quarter century later, only a tiny percentage of farm workers in the state belong to unions, and wages remain less than half of those of nonfarm employees. Why did the ALRA fail? One of the nation's foremost authorities on farm workers here explores the reasons behind its unfulfilled promise.Philip L. Martin examines the key features of the farm labor market in California, including the shifting ethnicity of the worker pool and the evolution of the major unions, beginning with the Wobblies. Finally, he reviews the impact of immigration on agriculture in the state.Today, many states look to the California experience to assess whether the ALRA can serve as a model for their own farm labor relations laws. In Martin's view, California's efforts to grant rights to farm workers so that they can help themselves have failed because of continued unauthorized migration and the changing structure of farm employment. Martin argues that alternative policies would make farming profitable, raise farm worker wages, and still keep groceries affordable.
