How are alliances made? In this book, Stephen M. Walt makes a significant contribution to this topic, surveying theories of the origins of international alliances and identifying the most important causes of security cooperation between states. In addition, he proposes a fundamental change in the present conceptions of alliance systems. Contrary to traditional balance-of-power theories, Walt shows that states form alliances not simply to balance power but in order to balance threats.
Walt begins by outlining five general hypotheses about the causes of alliances. Drawing upon diplomatic history and a detailed study of alliance formation in the Middle East between 1955 and 1979, he demonstrates that states are more likely to join together against threats than they are to ally themselves with threatening powers. Walt also examines the impact of ideology on alliance preferences and the role of foreign aid and transnational penetration. His analysis show, however, that these motives for alignment are relatively less important. In his conclusion, he examines the implications of "balance of threat" for U.S. foreign policy.

In A Lost Peace, Galen Jackson rewrites an important chapter in the history of the middle period of the Cold War, changing how we think about the Arab-Israeli conflict.
During the June 1967 Middle East war, Israeli forces seized the Sinai Peninsula and the Gaza Strip from Egypt, the Golan Heights from Syria, and the West Bank and East Jerusalem from Jordan. This conflict was followed, in October 1973, by a joint Egyptian-Syrian attack on Israel, which threatened to drag the United States and the Soviet Union into a confrontation even though the superpowers had seemingly embraced the idea of d?tente. This conflict contributed significantly to the ensuing deterioration of US-Soviet relations.
The standard explanation for why d?tente failed is that the Soviet Union, driven mainly by its Communist ideology, pursued a highly aggressive foreign policy during the 1970s. Abusive leaders are now held accountable for their crimes in a way that was unimaginable just a few decades ago. What are the consequences of this recent push for international justice? In The Justice Dilemma, Daniel Krcmaric explains why the "golden parachute" of exile is no longer an attractive retirement option for oppressive rulers. He argues that this is both a blessing and a curse: leaders culpable for atrocity crimes fight longer civil wars because they lack good exit options, but the threat of international prosecution deters some leaders from committing atrocities in the first place. The Justice Dilemma therefore diagnoses an inherent tension between conflict resolution and atrocity prevention, two of the signature goals of the international community.
