Описание:

In Violence Work Micol Seigel offers a new theorization of the quintessential incarnation of state power: the police. Foregrounding the interdependence of policing, the state, and global capital, Seigel redefines policing as “violence work,” showing how it is shaped by its role of channeling state violence. She traces this dynamic by examining the formation, demise, and aftermath of the U.S. State Department's Office of Public Safety (OPS), which between 1962 and 1974 specialized in training police forces internationally. Officially a civilian agency, the OPS grew and operated in military and counterinsurgency realms in ways that transgressed the borders that are meant to contain the police within civilian, public, and local spheres. Tracing the career paths of OPS agents after their agency closed, Seigel shows how police practices writ large are rooted in violence—especially against people of color, the poor, and working people—and how understanding police as a civilian, public, and local institution legitimizes state violence while preserving the myth of state benevolence.

Описание:

Social scientists have long argued over the links between crime and place. The authors of Communities and Crime provide an intellectual history that traces how varying images of community have evolved over time and influenced criminological thinking and criminal justice policy.

The authors outline the major ideas that have shaped the development of theory, research, and policy in the area of communities and crime. Each chapter examines the problem of the community through a defining critical or theoretical lens: the community as social disorganization; as a system of associations; as a symptom of larger structural forces; as a result of criminal subcultures; as a broken window; as crime opportunity; and as a site of resilience.

Focusing on these changing images of community, the empirical adequacy of these images, and how they have resulted in concrete programs to reduce crime, Communities and Crime theorizes about and reflects upon why some neighborhoods produce so much crime. The result is a tour of the dominant theories of place in social science today.

Impact of Organized Crime on Murder of Law Enforcement Personnel at the U.S.-Mexican Border

Описание:

This brief fills a gap in the studies of organized crime in Mexico (Kan 2012, R os 2011, Dell 2011) by documenting and mapping the post-2008 assassination of Mexican border police chiefs. It traces out a "systematic" of law-enforcement assassination in Northern Tier Mexico, showing how the selective, often sequential, hits by cartels on chiefs in border towns and along key drug-trafficking corridors has proven an effective strategy by organized crime elements to serve several goals: (1) to retaliate for federal, state and local prosecution, (2) to try and neutralize police chiefs, (3) to achieve intermittent local governance and/or to seed corrupt police chiefs at the municipal level, and, (4) to reduce local governmental capacity to obtain greater freedom for movement of goods. It is argued that the tactical advantage of organized crime elements gives them relatively easy physical access to law enforcement targets and thus is thus one prime element facilitating the use of assassination as a strategy. U.S. and Mexican legal, political and judicial institutions have not been able to adequately restrict opportunity for law-enforcement assassinations. The inability to reduce access to weapons and officials, to increase security for police personnel, to reduce corruption and punish offenders sets the stage for the assassination of local law enforcement. Yet, it is the goals of organized crime elements (to clear drug-smuggling routes and to try and gain more pliant governance at the municipal level) that ultimately motivate such killings.
