Описание: Light Manufacturing in Tanzania argues that for Tanzania to remain one of the fastest growing economies in Sub-Saharan Africa, it has to make progress in the structural transformation that can lift workers from low-productivity agriculture and the informal sector to higher productivity activities. Manufacturing, which has been the main vehicle throughout the world to achieve this transformation, has remained stunted in Tanzania. Using new evidence, the book shows that feasible, low-cost, sharply focused policy initiatives aimed at enhancing private investment could launch Tanzania on a path to competitive light manufacturing. These initiatives would complement progress on broader investment reforms by increasing the share of industry in regional output and raising the market share of domestically produced goods in rapidly growing local markets for light manufactures. And, as local producers increase their scale, improve quality, and gain experience with technology, management, and marketing, they can take advantage of emerging export opportunities. In Tanzania, as in East Asia, policies that encourage foreign direct investment can speed industrial development and the expansion of exports. The impact of isolated successes can be multiplied. The strategies proposed here can launch a process that would create millions of productive jobs.Light Manufacturing in Tanzania has several innovative features. First, it provides in-depth cost comparisons between Tanzania and four other countries in Asia and Africa at the sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry-specific constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure. Detailed cross-country analysis was carried out in four subsectors in Tanzania: textiles and apparel, leather products, wood products, and agroprocessing. Based on this analysis, the book suggests directing government policies toward removing constraints in a few of the most promising light manufacturing sectors using practical and innovative solutions inspired by the fast-growing Asian economies the starting point of which 20 years ago was not so different from Tanzania's today. This book will be valuable to African policy makers, professional economists, and anyone interested in economic development, industrialization, and the structural transformation of developing countries.

Описание: Mainland Tanzania exemplifies the developing world’s struggle to achieve middle-income status while confronting widespread poverty and substantial health challenges. Tanzania’s struggle with HIV/AIDS, reproductive and child health, malaria, and tuberculosis are characterised by both positive recent trends and persistent challenges. A high disease burden coupled with finite public sector resources has led the government of Tanzania to increasingly seek innovative tools to protect the health and wellbeing of its citizens. Previous reform efforts have included decentralising decision making authority to local governments to improve the responsiveness of public sector programs and partnering with faith-based health facilities to expand the government’s reach into rural areas.In recent years, the government has increasingly tried to leverage the private health sector’s capacity to strengthen the Tanzanian health system—first by removing the ban on private practice in 1991 and then by emphasising PPPs in its national health policies and strategic plans. In response, the private health sector has grown and organised into several umbrella organisations, such as the Christian Social Services Commission (CSSC), the Association of Private Health Facilities in Tanzania (APHFTA), and the National Muslim Council of Tanzania (BAKWATA). Together, the public and private sectors have laid the policy groundwork for improved collaboration. Engaging the private sector beyond dialogue and operationalising PPPs has proven more difficult due to lingering distrust and a lack of communication between the sectors at lower levels. Currently, the private health sector is actively involved in the delivery of key health services, especially related to family planning, child health, and malaria. However, there are numerous private health sector providers and other actors that the Tanzanian government can better leverage to relieve the burden on public sector resources and produce better health outcomes for all Tanzanians.This assessment makes several recommendations to eliminate current obstacles, especially around the areas of the policy and governance, health financing, service delivery, pharmaceutical procurement, and human resources for health.

Описание: Given the success of conditional cash transfer (CCT) programmes elsewhere, in 2010 the Government of Tanzania rolled out a pilot CCT programme in three districts. Its aim was to see if, using a model relying on communities to target beneficiaries and deliver payments, the programme could improve outcomes for the poor the way centrally-run CCT programmes have in other contexts. The programme provided cash payments to poor households, but conditioned payments on complying with certain health and education requirements. Given scarce resources, the Government randomly selected 40 out of 80 eligible villages to receive the pilot programme. Households in participating and comparison villages were broadly comparable at baseline. This report describes the programme and the results of a rigorous, mixed methods impact evaluation.Two and a half years into the programme, participating households were healthier and more educated. Health improvements due to the CCT programme were greatest for the poorest half of households - the poorest of the poor. They experienced a half a day per month reduction in sick days on average, and poor children age 0-4 in particular had a full day per month reduction in sick days. In education, the programme showed clear positive impacts on whether children had ever attended school and on whether they completed Standard 7. Households were also more likely to buy shoes for children, which can promote both health and school attendance.In response to the programme, households also made investments to reduce risk: Participating households were much more likely to finance medical care with insurance and much more likely to purchase health insurance than were their comparison counterparts. The programme did not significantly affect savings on average, although it did increase non-bank savings amongst the poorest half of households. Participating households also invested in more livestock assets, which they used to create small enterprises. The programme did not, however, have significant impacts on food consumption.On the whole, the results suggest that households focused on reducing risk and on improving their livelihoods rather than principally on increasing consumption. There is also evidence that the project had positive effects on community cohesion.
