Despite a shared colonial past, South American nations experienced different patterns of conflict in the nineteenth century. These differences led to the creation of a variety of states and regimes, from authoritarian military oligarchies to popular democracies. Using a rigorous logic of comparison, Fernando López-Alves explores the roots of state building in five countries and explains why the political systems of these early postindependent societies were prone to militarism, corporatism, or liberal democracy. Breaking with the traditional economic analysis of South American development, López-Alves argues that civil-military relations lay at the core of state building. By comparing three countries in particular—Uruguay, Colombia, and Argentina—during an intense phase of state and regime formation, he shows how war and the collective action of the rural poor contributed to the construction of central armies, the rise of new social classes, and the emergence of civilian organizations. He also examines characteristics unique to each country’s war-formed culture and discusses how coalitions were built during this period. Examples from Paraguay and Venezuela and references to state formation in Europe, the United States, Asia, and the Middle East add to the complexity and richness of the study’s comparative analysis. This book is an expression of a growing concern among policy experts and academics that the recent emergence of numerous democratic regimes, particularly in Latin America, cannot conceal the sobering fact that the efficacy and impact of these new governments vary widely. These variations, which range from acceptable to dismal, have serious consequences for the people of Latin America, many of whom have received few if any benefits from democratization. In 1988, Brazil’s Constitution marked the formal establishment of a new democratic regime. In the ensuing two and a half decades, Brazilian citizens, civil society organizations, and public officials have undertaken the slow, arduous task of building new institutions to ensure that Brazilian citizens have access to rights that improve their quality of life, expand their voice and vote, change the distribution of public goods, and deepen the quality of democracy. Civil society activists and ordinary citizens now participate in a multitude of state-sanctioned institutions, including public policy management councils, public policy conferences, participatory budgeting programs, and legislative hearings. Activating Democracy in Brazil examines how the proliferation of democratic institutions in Belo Horizonte, Brazil, has transformed the way in which citizens, CSOs, and political parties work together to change the existing state.
According to Wampler, the 1988 Constitution marks the formal start of the participatory citizenship regime, but there has been tremendous variation in how citizens and public officials have carried it out. This book demonstrates that the variation results from the interplay of five factors: state formation, the development of civil society, government support for citizens’ use of their voice and vote, the degree of public resources available for spending on services and public goods, and the rules that regulate forms of participation, representation, and deliberation within participatory venues. By focusing on multiple democratic institutions over a twenty-year period, this book illustrates how the participatory citizenship regime generates political and social change.

Between Tyranny and Anarchy provides a unique comprehensive history and interpretation of efforts to establish democracies over two centuries in the major Latin American countries. In this engaging historical study, Tamara Feinstein chronicles the late-twentieth-century Shining Path conflict and argues that it significantly contributed to the rupture and disintegration of the noninsurgent legal Left in Peru by deepening preexisting divisions and eradicating an entire generation of leaders. Using a combination of oral histories, archival documents, contemporary media accounts, and participant observation of commemorations, Feinstein maps the trajectory of the Peruvian Left’s rise and fall by analyzing two emblematic human rights cases that occurred at the Left’s zenith and nadir: the state-based violence of the 1986 Lima prison massacres and the 1992 Shining Path assassination of leftist shantytown leader Mar?a Elena Moyano. The lessons found in The Fate of Peruvian Democracy reach beyond Peru to connect with other Latin American countries. Latin American women’s movements played important roles in the democratic transitions in South America during the 1980s and in Central America during the 1990s. However, very little has been written on what has become of these movements and their agendas since the return to democracy. This timely collection examines how women’s movements have responded to the dramatic political, economic, and social changes of the last twenty years. In these essays, leading scholar-activists focus on the various strategies women’s movements have adopted and assess their successes and failures.
The book is organized around three broad topics. The first, women’s access to political power at the national level, is addressed by essays on the election of Michelle Bachelet in Chile, gender quotas in Argentina and Brazil, and the responses of the women’s movement to the “Bolivarian revolution” in Venezuela. The second topic, the use of legal strategies, is taken up in essays on women’s rights across the board in Argentina, violence against women in Brazil, and gender in the work of the Truth and Reconciliation Commission in Peru. Finally, the international impact of Latin American feminists is explored through an account of their participation in the World Social Forum, an assessment of a Chilean-led project carried out by women’s organizations in several countries to hold governments to the promises they made at international conferences in Cairo and Beijing, and an account of cross-border organizing to address femicides and domestic abuse in the Juárez-El Paso border region.
