Stories define us. They tell us who we are, or at least who we think we are. The American story of westward expansion draws upon heroic tales of courage and perseverance and the "pioneer spirit." But settlers and their descendants also spread false narratives about Indians in order to justify ruinous private and public acts. The stories we heard, the tales we still hear, even now give people cover to behave abominably. And this abominable behavior has economic effect. It means that bankers are less likely to make loans to Black and Native American men and women, and it means that fewer businesses are started, less wealth is accumulated, and poverty is more intransigent.

But narrative is not destiny. Slings & Arrows is a story about how a small company persevered and struck a blow against the poisonous narratives keeping Indian families in poverty while winning a billion and a half dollars for housing and economic development on reservation lands. Author David Bland witnessed the power of negative stories forty years ago while working to provide affordable housing and economic development in African American communities in Virginia. He heard tall tales about Indian Country as the Community Affairs Manager at the Minneapolis Federal Reserve Bank, observing how bankers and investors wielded power over Indian people on reservations across the country. In Slings & Arrows, he writes:

"When you look at the impact that stories about Native Americans have on bankers and investors in Indian Country you begin to see that capital is less available to Indians not just because of Indian trust land, but the lack of trust in Indians."

From "welfare cheat" or "food stamp fraud" to absurd stories about an Indian cutting a hole in his house so his horse could drink from the bathtub, the labels and stories applied to poor communities gain currency in the majority world through their meanness, absurdity, and repetition. At the heart of this story is a thirty-four-hour period in September 2008. During that day and half, Brian Sinclair, a middle-aged, non-Status Anishinaabeg resident of Manitoba's capital city, arrived in the emergency room of the Health Sciences Centre, Winnipeg's major downtown hospital, was left untreated and unattended to, and ultimately died from an easily treatable infection. His death reflects a particular structure of indifference born of and maintained by colonialism.McCallum and Perry present the ways in which Sinclair, once erased and ignored, came to represent diffuse, yet singular and largely dehumanized ideas about Indigenous people, modernity, and decline in cities. This story tells us about ordinary indigeneity in the City of Winnipeg through Sinclair's experience and restores the complex humanity denied him in his interactions with Canadian health and legal systems, both before and afterhis death.Structures of Indifference completes the story left untold by the inquiry into Sinclair's death, the 2014 report of which omitted any consideration of underlying factors, including racism and systemic discrimination.

    Описание: Indigenous Nationals/Canadian Citizens begins with a detailed policy history from first contact to the Sesquicentennial with major emphasis on the evolution of Canadian policy initiatives relating to Indigenous peoples. This is followed by a focus on the key Supreme Court decisions that have dramatically enhanced Indigenous peoples' legal and constitutional rights. Attention is then directed to the Truth and Reconciliation Commission and the associated "Calls to Action," including their relationship to the United Nations Declaration on the Rights of Indigenous Peoples. With this as backdrop the focus turns to envisioning a brighter future for First Peoples beginning with the adoption of an analytical framework. After rejecting Indigenous nationals, Indigenous citizens (the traditional AFN position) and Canadian nationals, Canadian citizens (the Chr tien-Trudeau White Paper proposal), the chosen framework is Indigenous nationals, Canadian citizens. The two penultimate chapters address the manner in which this model has been successfully applied to the 14 Yukon First Nations as well as to the four Inuit land claims agreements. The final substantive chapter applies the Indigenous nationals, Canadian citizens model to the 70-plus First Nations in Saskatchewan (referred to as CSIN, the Commonwealth of Sovereign Indigenous Nations). In essence, CSIN would embrace provincial-type powers within, and closely integrated with, the province of Saskatchewan. Among other features, CSIN would embody the requisite degree of scale economies, self-government and property rights that are essential for Saskatchewan First Nations to successfully make the transition to Indigenous nationals and Canadian citizens.
