Offense-defense theory contends that technological change is an important cause of conflict: leaders will be tempted to launch wars when they believe innovation favors attackers over defenders. Offense-defense theory is perhaps best known from the passionate and intricate debates about first-strike capability and deterrence stability during the cold war, but it has deeper historical roots, remains a staple in international relations theorizing, and drives modern arms control policymaking.
In War and the Engineers, the first book systematically to test the logical and empirical validity of offense-defense theory, Keir A. Lieber examines the relationships among politics, technology, and the causes of war. Lieber's cases explore the military and political implications of the spread of railroads, the emergence of rifled small arms and artillery, the introduction of battle tanks, and the nuclear revolution. Lieber incorporates the new historiography of World War I, which draws on archival materials that only recently became available, to challenge many common beliefs about the conflict. The subject of this work is the rise and fall of Europe’s aim to rebuild its position in global politics after the Cold War. With success in the unification of Europe and the subsequent deepening and enlargement of its integration, the Union set itself the ambitious task of becoming a global power, even a superpower. However, starting with the first decade of the XXI century, we have witnessed a rapid erosion of the international position of Europe (the EU). The author carefully analyses the causes of the EU’s failure in pursuing the role of European representative, Europe thereby pretending to the role of one of three world powers. Besides cultural and demographic trends, the author identifies the main factors leading to this failure: the divergent interests of individual European powers, their incapacity to act in a geopolitical context and the rapid erosion of Europe’s civilizational identity. The rapid decline of Europe’s international position threatens the appearance of a new and bipolar global arrangement together with the further marginalisation of Europe.

How do leaders perceive threat levels in world politics, and what effects do those perceptions have on policy choices? Mark L. Haas focuses on how ideology shapes perception. He does not delineate the content of particular ideologies, but rather the degree of difference among them. Degree of ideological difference is, he believes, the crucial factor as leaders decide which nations threaten and which bolster their state's security and their own domestic power. These threat perceptions will in turn impel leaders to make particular foreign-policy choices. Haas examines great-power relations in five periods: the 1790s in Europe, the Concert of Europe (1815–1848), the 1930s in Europe, Sino-Soviet relations from 1949 to 1960, and the end of the Cold War. In each case he finds a clear relationship between the degree of ideological differences that divided state leaders and those leaders' perceptions of threat level (and so of appropriate foreign-policy choices). These relationships held in most cases, regardless of the nature of the ideologies in question, the offense-defense balance, and changes in the international distribution of power.
